택지개발에 따른 비용분담의 형평성에 대한 연구

택지개발 과정에서 참여 주체 간 비용과 편익 분담의 형평성을 분석했다.

Public Land Development has been introduced and played a dominant role in supplying developed land for housings after 1980. This paper examined the expenses and benefits of participating parties in the process of land development to identify; who got and who paid and how much? It is analyzed that developer paid most of expenses of providing infrastructures in and around the developing site, and these expenses were reflected at the sale price of land. This fact resulted in jump of land and housing prices. On the contrary, governments earned much in terms of taxes, fees etc. without paying anything. The paper argues basic responsibility of local government.

Finally the paper proposes the reasonable sharing of the expenses proving infrastructure and public facilities for land development among participating parties.
