In Korea, farmland and people working in agricultural industry as the production base of food are continuously decreasing. In particular, because the decline in the rural population and the aging rate is proceeding much faster compared to the decline in entire population and overall aging rate, it is necessary to solve this problem by improving the agricultural structure. Among the ways to improve the agricultural structure, the introduction of farmland scale-up can be a solution especially to improve the farmland utilization structure. The farmland scale-up is a way to increase productivity by expanding the management scale of agricultural management bodies.
Since the enactment of Act on Agricultural and Fisheries Business Entities in 2009, the number of agricultural corporations has been increasing rapidly, and the area of the agricultural corporations has been continuously increasing. However, the area of the entire farmland is decreasing and the price is continuously rising, so it is difficult to secure stable farmland due to lack of capital, lack of information on farmland transactions, and lack of ties with existing farmland owners. To solve this problem, information on farmland such as farmland transaction price and farmland price changes is needed and funds for the scale-up of farmland are also needed.
To alleviate these difficulties, the government operates the farmland banking system and supports agricultural management entities with support systems for various purposes. However, the use of farmland banking system of agricultural corporations, considered to be an appropriate way to scale up farmland, is rarely done.
Therefore, through interview with expert groups in agricultural corporations, this study analyzes the overall awareness of farmland banking system: their perception on the bank, whether they have ever used the system, understanding of business contents and conditions for application, corporate application requirements and priorities they think for improving the banking system. Based on the above survey, the results of the study on the use of agricultural land bank system of agricultural corporations are summarized as follows.
First, the analysis of whether the experts were aware of the existence of the bank system and whether they experienced its service shows that most experts did not know the existence of the bank and they did not consider the use of the system when purchasing or renting farmland because of a lack of sufficient promotion towards agricultural corporations. Second, the most common opinion was that the improvement of selection priority of corporations is much needed among the contents of the improvement of the system when using the agricultural bank system of agricultural corporations.
The priority of agricultural corporations is in the fourth tier when applying for the farmland banking system, and it is pointed out that the agricultural corporation is hardly using the farmland banking system. Third, there were many opinions that the loan support for purchasing farmland using the farmland banking system should not reflect the conditions of farmland or regional differences, but should be improved in the part where the cost of burden increases because it does not reflect the current market price.
Fourth, as for the reason that the actual lease utilization rate is low, it was pointed out that the lease period is too short and the guarantee of renewal is not made when using the lease of the bank system. The short lease period of at least 5 to 10 years and the uncertainty of renewal pursuant to the conditions between lessees and lessors affiliated with a farmland bank lead the expansion and diversity of agricultural management by curbing lessees from cultivating a new variety of crop or from investing resource into a new facility. Fifth, there were many opinions that there was not much absolute amount of land to be sold or leased using farmland banking system.
Currently, there are not many lands that are designed for business due
