초록
Korea has continued to face a serious problem of land shortage with less available land, and thus, the real estate problem is one of the major challenges facing the nation. So, it is deemed urgent to arrange some policy alternatives to stabilize the real estate supply and demand permanently. Meanwhile, various land policies have been related closely with concentration of population and industries in the capital area, namely changing industrial structure. To conclude preliminarily, the land policies should shift from supplier's market to consumers' one, while the real estate markets should be reformed to meet its changing environment.
In order to stabilize the real estate market and thereby, enhance nation's industrial competitiveness, the following mid- and long-term reform measures for our land policies were put forwards; First, it is necessary to integrate and rearrange the diverse and complicated land-related codes under the supreme code 'National Land Basic Law' and thereby, suggest some reasonable criteria for efficient use and management of land as well as balanced use and development of our national land.
Second, it is essential to simplify and systematize the information about land markets, so that ordinary people may easily understand various regulations of land uses and thereby, so that real estates may not be used for speculations. Third, it is necessary to stabilize the land markets with taxes. In an capitalist country, private property rights may conflict with the concept of public land ownership, so it is desirable to return any land developmental profits to the society through various tax mechanisms including capital gain tax and land ownership tax. Lastly, citizens should be aware of land ethics. Generations will continue to be followed by next generations in this order of nature.
So, land ownership need to be succeeded by next generations, while reckless land development and environmental destruction should be replaced by a balanced relationship between men and nature. Reforms are absolutely required for a balanced development of the society. In this vein, we need to estimate the trend of land market and thereby, design some desirable mid- and long-term land policies. Currently, demands for the real estates seem to be sufficient in consideration of the rich fluidity of real restate market, lower interest rates and insecure stock market.
Nevertheless, the insistence on suppression of the speculative demands ignoring such investment demands has resulted in irrecoverable damages to the homeless and real consumers. Although this study reviewed conditions of the real estate market, land development projects, land use regulations, real estate problems, reckless development of national land, concept of public land ownership and even 8․31 Comprehensive Real Estate Reform, it may be limited in that it could not more specifically and empirically analyze the land policies in view of prices and transactions.
