강원도 주요 토지이용규제의 규제 강도와 지역별 부담을 분석했다.

In this study, I systematically assessed the regulatory intensity of five major land use regulations in Gangwon Province (military, forestry, environmental, agricultural, and cultural heritage) to identify areas of regulatory burden. The analysis revealed that, first, regulations with high intensity and a significant application area in Gangwon compared to the national average include the core and buffer zones of the Baekdudaegan, military control and restricted protection zones, and restrictions on actions related to preserved mountain areas. This indicates a high regulatory burden in forestry and military sectors in Gangwon Province.

Second, while the proportion of regulated areas in Gangwon is not particularly high compared to the national average, the regulatory intensity is relatively strong, especially for agricultural promotion and protection zones. These regulations serve public interests such as forest preservation and national security, making their objectives difficult to dispute; however, the high regulatory intensity can lead to economic inefficiencies. Therefore, there is a need for balanced regulatory policies that ensure economic autonomy in Gangwon while realizing public interests. This suggests that a rational restructuring of regulations is necessary to implement policies suitable for the region.
