The purpose of this study was to analyze the effects of changes of zoning and land uses thereof on fluctuations of land prices. To this end, ANOVA and regression analysis were applied to the land prices from 1998 to 2002 by sampling a total 22,987 lots in Yangcheon-gu, Seoul. The results of this study can be summarized as follows; First, it was found that 362 lots out of 22,050 ones designated as housing zone had been changed into other zones from 1998 to 2002, reducing the housing zone area by 1.64%. On the contrary, 369 lots were changed into the commercial zone for the period.
Second, as a result of reviewing the changes of land users by year for the survey period, it was found that the lots for housing, mixed uses and industry had decreased for the period, while the lots for commercial use steadily increased. (A total of 100 lots were convered into the commercial zone.) Third, as a result of reviewing the changes of regulation due to changes of zoning, it was found that 293 lots were rezoned to be deregulated for the period from 1999 to 2000, and that the land prices rose by 231% for the period from 1998 to 1999.
In contrast, 37 lots were rezoned to be more regulated for the period from 1998 to 1999, while the land prices fell by 70% for the period from 1999 to 2000. On the other hand, a total of 443 lots were rezoned to be deregulated for the survey period, and their land prices rose by 10%. 67 lots were rezoned to be more regulated and their land prices fell by 62%. The difference of land price changes between two cases was as high as 72%. The prices of the land which remained unchanged fell by 4%. Such findings suggest that the decrease of the land prices due to a stronger regulation was far higher than the increase of the land prices due to deregulation.
Fourth, as a result of reviewing the number of the lots deregulated and their price fluctuations due to change of land uses, it was found that 713 lots were deregulated and their land price rose 19%, and that 561 lots were more regulated and their land price fell 22%. The difference of land price fluctuation between two cases was 41%, which was lower than the difference of the land price due to rezoning. On the other hand, 342 lots were deregulated for the period from 1999 to 2000, and their land prices rose 30% for the period from 1998 to 1999. In contrast, 339 lots were more regulated for the period from 1998 to 1999, and their land prices fell 34% for the period from 2000 to 2001.
Fifth, as a result of the regression analysis, it was found that the rezoning or change of land uses were correlated significantly with the land prices. Namely, when the lots were deregulated, their prices rose, while their prices fell when they were more regulated.
