도시계획에서의 주민참여제도 인식도에 관한 연구 : 부산광역시를 중심으로

부산의 도시계획 주민참여제도에 대한 인식과 개선방안을 연구했다.

The purpose of this study is to draw up ways to improve inhabitant participation systems and to present policy programs, to investigate the cognition degree, preference degree and satisfaction degree of inhabitants and government officials living in Busan Metropolitan City as well as to examine and analyze the results regarding inhabitants' participation systems in urban planning. The scope of this study is on inhabitant participation systems that focus on the urban planning process; I have mainly considered public hearings, inhabitants' explanations, urban planning displays, inhabitants' propositions, inhabitants' voting records and inhabitants' committees.

The research method for this study included the simultaneous research of documents and actual proof, and improvement of the systems. Through the question survey on important contents of this study, I obtained the results as follows. First, the cognition degree of inhabitant participation systems is somewhat high, but the satisfaction degree is very low, so we have to consider the need for diverse programs to improve inhabitant satisfaction levels with the urban planning policy process. Second, regarding inhabitant participation systems, there needs to be conformity regarding application possibilities and the need for an information transmission medium.

Third, to enhance the utility of inhabitant participation systems, adequate urban planning information and public relations provision must be offered. Therefore, the policy suggestions presented in this study as a program of improvement for urban planning inhabitant participation systems are as follows. First, to extend and promote inhabitant participation, substantial participation programs need to be prepared, including expansion of the use of available media, like the internet, cable tv and DMB broadcasting. Second, the legal and systematic application of information medium needs to be supported, and concrete application programs should be prepared.

Third, power decentralization in the urban planning field needs to be extended, to improve competencies and the role of urban planning in local government, to expand dissemination of urban planning information, to be a public support to inhabitant proposals and to be a specialized branch of public relations. This is the first study of measuring awareness levels of inhabitant participation systems, and I hope it will be a useful source of reference for the inhabitants and civil servants of Busan Metropolitan City.
