행정구역 개편논의에 따른 지적 분야 대응방안 - 행정구역경계조사 및 지적공부 관리를 중심으로 -

행정구역 경계와 지적공부 관리의 문제 및 대응방안을 연구했다.

본 연구에서는 최근 활발히 논의 중인 행정구역 개편에 대비하여 행정구역경계 운영 및 관리의 문제점을 분석하고 현행 행정구역경계의 재설정을 통하여 지적공부 기반으로 효율적인 관리방안을 제시하였다. 각 지방 자치단체별로 관리하는 현행 행정구역경계는 지적(임야)도면 전산화사업 당시 지적도를 근간으로 전산화되었다. 행정구역경계의 정비를 별도로 시행하지 않았기 때문에 공백 및 중복, 월경지(越境地) 등의 다양한 문제점 을 내재하고 있는 것으로 나타났다. 따라서 관련 부처간 협력체계 구축 및 RTK-GPS 등의 적용을 통한 경계 재설정 기본 자료의 취득과 결정기준을 제시로 지속발전 가능한 지적정보구축 방안을 제시하였다. In this study, an effective management plan on the basis of the cadastre book is suggested through the analysis of management problems within administrative district and the reorganization of current administrative district against administrative district reform.

The current administrative district which have been managed by municipalities were digitalized with computerization project of cadastre (forests) map without consideration of boundary duplication, gap between the lines and spread cities. Consequently a sustainable cadastre information system which includes cooperation between the government departments and RTK-GPS application guideline for data acquisition has contributed to recommendations in order to solve the problems.
