New Deal Policy of Urban Regeneration is a social topic. This study aims to diagnose the problems of the policy and to suggest alternatives focusing on financing aspects. It refers to the cases of UK with a long history of urban regeneration for defining and typifying urban regeneration. Evaluation of urban regeneration is rare while there is a lot of talk. The ambiguity of concept, the uncertainty of responsible entities, and the difficulty in evaluating outcome are pointed out as problems of the policy. Setting right direction, clarifying responsible entities, and finding business model should be required in advance.

In terms of financing, it is necessary to reinforce accountability through self-financing of business entities, induce participation, and play a financial support role that matches the characteristics of each institution. Urban regeneration REITs is a kind of tool to embrace the participation of social enterprises and public/private entities. The policy can be boosted by preparing various financing models and establishing an evaluation system in parallel with physical improvement through redevelopment/reconstruction.
