평창동계올림픽과 지역부동산시장 변화

평창동계올림픽 전후 지역 지가와 부동산시장 변화를 분석했다.

평창동계올림픽과 지역부동산시장 변화 전 경 숙 강원대학교 정보과학?행정대학원 부동산학과 국제적으로 하계올림픽, 월드컵, 세계육상선수권대회와 같은 국제적인 체육행사를 개최함으로서 새로운 경기시설물을 신축을 위한 토지매입과 건축비용부담이 초래된다. 특히 국제행사가 결정되면 해당지역은 급격한 지가의 상승으로 투기현상이 초래되기도 한다. 따라서 본 연구의 목적은 정부가 올림픽대회를 치루기 위한 체육시설 확충을 위한 토지매입이 언제 이루어져야 가장 경제적 비용이 절약되는지를 규명하는 것이다. 분석대상은 평창지역을 중심으로 1990년부터 2014년까지 지가변동에 초점을 두었다. 분석결과 동계올림픽유치로 인하여 전국의 토지거래량과 지가상승에 비하여 투자를 목적으로 한 외지인 매수로 평창지역의 지가는 크게 상승하였다. 동계올림픽의 특별법 시행령과 제정 및 올림픽특구의 지정추진 및 원주-강릉 간 복선전철착공, 인프라확충과 경기장 건설예정 등으로 인하여 지가상승이 전국상위 5개 지역에 들어가기도 하였다. 따라서 정부가 올림픽시설을 건설을 위하여 토지가격이 최고 높은 시점에 토지를 매입한다면 사업내용 및 인근의 지가상승으로 인한 투기를 조성하는 결과를 가져오게 되므로 대회개최비용에 막대한 부담으로 가져오게 된다.

그러므로 향후에는 정부가 국제적인 행사를 위하여 토지를 매입한다면 적어도 10년 이상을 장기적 발전계획 하에 사전 매입을 통하여 토지비축과 관리방안이 확보되어야 한다. Especially, locals which are to hold international events face real estate speculation because the land's value drastically rises.

The purpose of this study is to investigate when is the most efficient moment for the government to purchase the land to build sports facility for Olympics. The subject is focused on the land's value change around Pyeongchang area from 1990 to 2014. As a result, the value of Pyeongchang has largely increased compared to the nation's land transaction volume and value increase as foreigner's investments invigorate. It's has been ranked in top 5 value increased region in Korea because of the Winter Olympics special law, the Special Olympics Zone, construction of WonJu-Gangneug double track railway, expansion of infrastructure and plans on constructing Stadium.

Therefore, if government purchases the land when it's in highest value, it will create the mood of investment resulting enormous burden on expanse. Therefore, it should be at least 10 years before the government purchase land to hold international events. It may need a long-term of development plans, secure of land and firm management plans.
