Today, housing is regarded not only as 'a place for life,' but also as 'a right to live.' It is because that, as the society develops and income increases, a house becomes to mean not merely a dwelling that encloses life or an object with value of property, but is understood as a basic right to be guaranteed.
Concentration of enormous population into cities by accelerated urbanization has arisen lots of urban problems such as a shortage of housing accommodation, and then, urban renewal has been practiced to remove a negative aspect brought inevitably about by bad houses. Since 1960s, Korean administration has been carried out urban renewal business about the bad houses, which cannot afford residential service and do only devastate city's environment, on the purpose of urban administration of rearrangement of city's scale.
The business, however, was carried out merely the houses' physical condition, which on the contrary to the purpose resulted in more serious housing problem to low-income urban brackets who had been obtained housing service through the bad houses. That is, the business focused on removal of illegal houses to improve external requirement of housing, it caused the safety of low-income brackets. The housing problem of low-income urban brackets who live in slum became more serious as one of fundamental rights, and it tends to develop into a conflict between social classes.
Other advanced countries including Great Britain, USA and Japan which introduced urban renewal business has performed various policies like legislation, amendment, budget and financial support for their slum area in terms of welfare. Experiencing many mistakes, Korea have carried out diverse policies of urban renewal since 1950s. Today, with some changes of conditions like the improvement of the rate of house distribution and continuous extension of administrative budget on welfare, Korea is on the verge of turning point to look at the business as a view of welfare policy.
For half century, urban renewal policy in Korea was part of housing policy centered on supply, so that, it could not satisfy the criteria of resident's urban plan and redevelopment. Especially, local community's desire on bad houses tended to be neglected. As a result of house supply policy propelled constantly since 1980s, the rate of house distribution was over 90%; and in particular, it also exceeded 90% in metropolis considering multi-household building, a new concept apartment house.
Consequently, the figure could be a major index that may support the goal of policy of Seoul's urban basic and renewal plans by shifting its housing policy from quantitative supply to qualitative improvement. Present study, therefore, tried to understand the real condition of renewal policy and its problems and seek for countermeasures. The study emphasized the social responsibility on the bad resident area of low-income brackets, regarding it as a product of socializing and urbanizing process, and evaluated future policy to rearrange Seoul's space which had randomly been developed without a principle.
To lead the bad resident area to get a low-dense, environment-friendly renewal according to Seoul's urban basic and renewal plans, it is necessary at first to shift the consciousness on urban renewal policy from the dimension focusing on housing supply to that on social welfare policy.
