In these days, sociality, publicity and professionality of real-estate transaction activities are much emphasized. It is much more important than we generally think that we have to rationalize and efficientiate the operations of real-estate brokerage business to establish realty transaction system and elevate public trust of realty agents. Theoretical, systemical and practical level of brokerage business must be upgraded to make it rational and efficient. So if we want to develop sound brokerage business in our society, we should improve scanty parts in the systemical and working level into the developed situation.

Accordingly, this thesis puts the emphasis on the analysis of present status, deduction of problems on the business and shows the programs for the development of the realty brokerage business. And they are as follows. First, a certied public agent has to maintain professional knowledge to prevent realty transaction from going wrong because false realty transaction does severe harm to both oursociety and nation. The qualifying examination system for certified public brokersmust be changed into the assurance of both brokerage theory and practical experience. Second, 'broker system' has to be expired to activate' the certified public broker system'.

And brokerage business association must be annexed to certified public agent association, On this base, real-estate brokerage business which is done by certified public agents nomically and practically will be much activated. Third, the realization of present brokerage commission, at the same time, the abolishment of ceiling system of commission which is against current trends have to be preceded. In the result, brokerage commission has to be liberally decidedbetween clients and agents. Fourth, the enhancement of industry on the realty-brokerage information is really needed. Presently, the realty information-sharing industry of our nation is on the early step.

Only a few civil organizations build and operate the information-sharing system, but don't bear great fruits. So, the organization for proficient information-distribution apparatus and the development of display contents are required to rear the information industry. Fifth, if a broker is to make deals with experts and brokerage-related companies or give them blanket services, the regulations on the operation field of brokers which limit to mediation and brokerage must be lifted. The government and brokers together have to make steady efforts so that realty brokerage business can go toward the formation and contents which clients want.

The development of real-estate brokerage system of our nation can't be made without the improvement on the above-mentioned problems. The government and brokers together have to make great efforts to solve the problems. Especially, the people who are working in the realty business have to make efforts to present clients high-quality services, and do their best to give concrete and accurate information on the products and make safe transactions to obtain public trust from clients.
