도시계획위원회의 거버넌스 시스템 도입.적용을 위한 연구 : 인천광역시를 중심으로

인천광역시 도시계획위원회의 거버넌스 운영 방안을 연구했다.

본 연구는 인천광역시를 대상으로 도시계획위원회의 거버넌스적 운영을 위한 지속 가능한 실천 방안을 도출하기 위해 다양한 이론적 고찰을 통해서 진행하였다. 도시계획 분야에 종사하는 전문가를 대상으로 델파이방식을 이용하여 거버넌스 방식 도입을 위한 설문조사를 진행하였다. 우선, 연구 전반부의 이론적 고찰을 통해, 인천광역시 도시계획위원회의 조직과 구성, 관련 법 규정과 연혁, 운영 현황과 세부 실태 등을 비판적으로 논의하였고, 현재의 도시계획위원회의 구조적, 고질적 문제점을 보완하면서 민주적, 개방적, 시민 참여적인 운영 방안을 정착시킬 수 있는 발전 동력으로서 거버넌스 체제 도입을 모색하였다. 이어서 거버넌스 분야의 다수 선행 연구들에 대한 열람과 고찰을 통해, 인천광역시 도시계획위원회의 성공적인 거버넌스 체제 구축을 위한 핵심 5종 구성 요인으로서 ‘다양한 주체들의 참여 촉진 방안’, ‘제도적 중재·조정 방안’, ‘참여 주체들의 신뢰 관계 구축·유지 방안’, ‘사회적 자본의 축적 방안’, ‘공정한 게임의 룰 구축 방안’ 등을 도출하였다. 연구 후반부에서는 이 5종 요인들을 중심으로 세부 측정 항목들을 구성한 후, 이를 기준으로 도시계획 분야의 전문가·실무자 40인을 대상으로 1~3차에 걸쳐 델파이 조사를 실시하였고, 1~3차 조사 결과를 정성적·정량적으로 분석하여 5개 영역, 65개의 항목의 실천 방안들을 최종 도출하였다.

주요 결과를 요약 정리해 보면 다음과 같다. 첫 번째, ‘다양한 주체들의 참여 촉진 방안’과 관련해서는 도시계획위원회의 거너번스적 운영을 위해 다양한 시민 주체들의 참여를 제도적, 법률적으로 활성화하고 보장하는 동시에, 시민 참여 활동의 가능한 범위와 영역, 온·오프라인 경로 등을 최대한 다원화·다양화해야 한다는 데 전문가 패널들의 의견이 집중되었다. 이러한 다양한 방안과 전략을 통해 현재의 인천광역시 도시계획위원회의 형식적, 폐쇄적 운영과 비공개에 가까운 의사 결정의 문제점, 한계점을 극복·개선함으로써, 참여적, 민주적인 도시계획 거너번스 시스템을 정착시켜야 할 것이다. 두 번째, ‘제도적 중재·조정 방안’과 관련해서는 도시계획 정책 과정에서 필연적으로 발생하는 복잡한 의견 갈등과 이해 관계 충돌 등을 조율·중재하고 원만하게 해결할 수 있는 제도적, 법률적 장치와 공식 프로세스를 구축하며, 그 상시적 활용과 실천을 보장하는 정례화, 규범화, 의무화 등이 제언되었다.

이러한 중재 장치와 관련 규범, 공식 프로세스 등의 상설화, 제도화를 통해, 시민들의 다양한 이해 관계와 상반된 입장에 대한 조정·중재 능력이 사실상 부재한 현재의 인천광역시 도시계획위원회의 경직된 구조를 극복·개선함으로써, 시정부와 시민들이 쌍방향으로 긴밀하게 대화·소통하면서 다양한 갈등 요인들을 자체 역량으로 해결할 수 있는 참여적, 수평적인 도시계획 거너번스를 정착시켜야 할 것이다. 세 번째, ‘참여 주체들의 신뢰 관계 구축·유지 방안’과 관련해서는 상호 신뢰 관계 구축·유지와 관련해서도 역시 공식화·제도화의 필요성과 당위성이 가장 강조되었다. 즉, 도시계획위원회와 시민 주체들 간의 수평적·유기적 연대 구축, 관련 법률·제도 정비, 도시계획 정책 결정과 관련된 정보의 대중적 공개·공유의 의무화, 열린 소통과 쌍방향 토론·피드백을 위한 온·오프라인 채널과 프로세스(정책 공청회, 세미나, 워크샵, 토론회, 자문 회의 등의 수시 개최) 구축 및 상설화·정례화 등 보다 구체적, 세부적인 방안들이 제언되었다. 네 번째, ‘사회적 자본 축적 방안’과 관련해서는 폭넓은 사회적 상호 관계 구축, 시민 네트워크의 구축과 운영, 제반 분야의 전문성과 소양, 열정을 갖춘 시민 전문가들의 발굴 및 위원회 참여 유도, 사회 공공의 가치·규범의 홍보·공유 등이 다양하게 제언되었다. 이를 통해 대다수 시민들의 삶의 질과 행복감을 제고하고 보다

많은 요소들이 융복합적으로 투영된 도시계획 정책을 수립하고 발전시켜야 할 것이다. 다섯 번째 영역인 ‘공정한 게임의 룰 구축 방안’과 관련해서는 민주적, 참여적 도시계획 거너번스의 확립·유지의 필수 조건인 ‘공정한 게임의 룰’구축을 위해, 각종 행정적, 법적·제도적, 기술적, 재정적 지원 방안들이 제언되었다. 이상과 같은 다양한 실천 방안들은 현재 공정성, 민주성, 투명성 등이 결여된 인천광역시 도시계획위원회의 경직된 운영 실태를 개선하면서 보다 미래 지향적이고 시민 참여적, 시민 주도적인 도시계획 거너번스 시스템과 공정한 게임의 룰을 정착시키는 과정에서 유효한 이론적, 실무적 방안으로 활용될 수 있을 것이다. 핵심어 : 도시계획, 도시계획위원회, 거버넌스, 델파이 기법, 참여 주체, 중재 장치, 신뢰 관계, 사회적 자본, 게임의 룰 This study was conducted to derive sustainable governance management of City Planning Commission through various theoretical considerations on Incheon Metropolitan City.

A survey for experts in urban planning areas was conducted using Delphi method on the introduction of the governance system. First, through theoretical consideration in the first half of the study, critical discussion was made for composition of the organization, relevant laws and regulations, management status of City Planning Commission of Incheon Metropolitan City. Furthermore, sought to introduce a governance system as a driving force that could establish democratic, open and citizen participating operational management while supplementing the structural and chronic problems of the current City Planning Commission.

Through an examination and consideration of a number of prior studies in the governance field, five core components to build a successful establishment of the governance system of the City Planning Commission of Incheon Metropolitan City were derived: 'Promoting participation by various entities', 'Institutional arbitration and coordination' , 'Establishing and maintaining a trust relationship among participants', 'accumulating social capital', and 'building a fair game rule'. In the latter part of the study, detailed measurement items were composed from these five core components.

Delphi survey was conducted among 40 experts and practitioners in urban planning field one to three times based on the criteria. The results of the first to third surveys were analyzed qualitatively and quantitatively to finally derive implementation measures for five areas and 65 items.

In summary, the main results are as follows: First, with regard to the 'Promotion of participation of various actors', expert panels focused the city planning commission to activate and ensure the participation of various civic entitles institutionally and legally for the governance of the City Planning Commission while diversifying and multiplying the possible areas of civic participation activities and on & off line routes.

Through these various measures and strategies, it is necessary to establish a participatory and democratic city planning governance system by overcoming and solving the problems and limitations of the formal and closed management of the current City Planning Commission of Incheon Metropolitan City. Second, in relation to 'institutional arbitration and coordination measures', establish institutional and legal device and formal process to solve and mediate conflicts of interest which inevitably arise in the city planning policy process. Regularization, normatization, and mandatory application were suggested to ensure their ongoing use and practice.

Establishment and institutionalization of such arbitration devices, related norms and official processes can over come rigid structure of the present City Planning Commission of Incheon Metropolitan City which has virtually no ability to coordinate and mediate the conflicts and diverse interests for citizens. Then the establishment of, with own capabilities, participatory and horizontal city planning governance which can settle various conflicts by a close communication between city government and citizens in a bidirectional way is needed.

Third, necessity of formalization and institutionalization was most emphasized in regard to establishing and maintaining a mutual trust relationship with respect to 'establishing and maintaining a trust relationship among participants'.
