초록
Korea’s cadastral system was born in a poor environment in the 1910s and poses many problems, and cadastral resurvey is being carried out to correct these problems. However, the cadastral resurvey project, which has been implemented under the basic plan for cadastral resurvey since 2012, has shown considerably poor performance compared to the original plan. Therefore, it is necessary to review the main contents of the cadastral resurvey policy and analyze the roles and interactions of various policy actors participating in the policy-making process to identify the cause of the delay in the project and come up with measures to revitalize the project.
The primary purpose of this study was to organize and review the policy network from the perspective of policy actors to propose an efficient policy-making process for cadastral resurvey and seek ways to improve them. Specifically, it identified who participated in the cadastral resurvey policy-making process, how the cadastral resurvey policy-maker policy network was organized, who was the most influential policy-maker in the policy network, and who was leading the subnetwork. Based on the results of this analysis, we intended to propose a plan to revitalize the cadastral resurvey policy network.
To achieve the purpose of the study, prior research on cadastral resurvey and the current status of cadastral resurvey policies established after 1995 were analyzed. To establish a cadastral resurvey policy network, 180 policy actors were surveyed. The empirical analysis applies social network analysis techniques for general descriptive statistical analysis and policy network analysis. Descriptive statistical analysis used SPSS to perform demographic analysis, frequency analysis, and descriptive statistical analysis.
Social network analysis was conducted to understand the structure, composition, and strength of policy networks, and centrality analysis and community detection analysis were performed, and Gephi 0.9.2 program, which is excellent for visualization. Cadastral resurvey policy networks were divided into impact networks and conflict networks, and analysis was conducted using four indicators: degree centrality, eigenvector centrality, closeness centrality, and betweenness centrality to examine the influence of policy actors within the network.
In addition, to ensure objectivity and representation of the analytical results, the ranking is reconstructed by averaging the centrality values of individual policy actors by type. Meanwhile, the Land and Transport Budget Division of Ministry of Economy and Finance and Geospatially Enabled Society Research Division of Korea Research Institute for Human Settlements and Cadastral Resurvey Office of Korea Land and Geospatial Informatix Corporation showed the highest level of connection. In addition, lawmakers of the National Assembly and local governments were found to strongly influence actors with the highest degree of connection due to their high prestige.
At the same time, the Land and Transport Budget Division of the Ministry of Economy and Finance and Korea Association of Spatial information, surveying & Mapping exchanged influence directly. On the other hand, types of policy actors were found without conflicts, such as the Institute of Cadastral resurvey, Geospatially Enabled Society Research Division of Korea Research Institute for Human Settlements, and the private cadastral survey companies. Community detection is conducted to review the subnetwork configuration of the cadastral resurvey policy network. The results show that impact networks are divided into two communities and conflict networks into three communities.
Meanwhile, "Community 1" was the majority in the impact network. The community included the Land and Transport Budget Division of Ministry of Economic and Finance, Cadastral Resurvey Office of Korea Land and Geospatial Informatix Corporation the Korea Research Institute for Human Settlements. Conflict-related networks also showed a high majority of "Community 1", with actors from the Cadastral Resurvey Office of Korea Land and Geospatial Informatix Corporation leading the community. However, the policymaker was also playing a leading role in the impact-related community, and based on the centrality analysis.
It was analyzed that the lawmakers of the National Assembly and local governments were influential. Overall, the policy network, in which 70 policy actors of 18 types participated in the policy-making process, was more active than conflict. It can be seen as an example of a policy decision when power is concentrated on major policymakers. The cadastral resurvey policy network, where various and complex policy actors exist, is an important indicator to determine whether the policy-making process is being carried out efficiently. In particular, it is more important to ensure fairness, transparency, and reliability of the policy-making process.
Therefore, strengthening the policy network is the direction to activate cadastral resurvey policies. First, we need to move toward connecting other actors around the most influential policy actors to activate the policy network. Second, to secure the legitimacy of policy-making, physical and environmental devices are needed so that policy actors of various types can freely express their positions. With the device, it will be necessary to activate the public hearings currently underway to establish policies or activate them separately into small groups.
As a result of the community detection, the cadastral resurvey policy network's positive or negative impact relationship was divided into two to three. Still, all of them showed low connection strength. Based on the results, it is also possible to devise a plan to hold small public hearings in several communities, focusing on influential policymakers. This is based on the view that it is difficult to see policy decisions made unilaterally by any single individual or institution in a modern
