The purpose of this study is to evaluate the residential environment of public rental housing by comparing the characteristics of its internal and external environment with those of apartment housing and to provide suggestions on future housing planning. This study was performed on the rental housing and the apartment housing within the designated housing development area in Yongin-si, Kyeonggi-do to compare and analyze their internal residential environment.
Also three other designated housing development areas within the capital district were used for the analysis of external residential environment. The internal residential environment was analyzed in terms of residential development characteristics and residential environment characteristics. The external residential environment was evaluated by analyzing the distances of the rental housing and apartment housing in the housing area from outside amenities.
The results of the analysis could be summarized as follows: First, in terms of residential development characteristics, the rental housing was found to have low level of outdoor living space for the residents because of smaller plottage, low development density and large ground parking spaces. Second, in terms of residential environment characteristics, the rental housing was also found to have low level of communal living space for the residents as they have less subsidiary welfare facilities compared with apartment housing.
Third, in terms of residential planning characteristics, the problems of the lack of open spaces and the existence of crossings between vehicles and pedestrians were identified in rental housing and both rental housing and apartment housing were found to have monolithic structure and disposition of the residential buildings.
Fourth, in terms of external environment characteristics, the analysis of the locational condition of the rental housing in the housing area done by measuring the average absolute distance between rental housing and apartment housing revealed that the rental housing is farther from neighboring external facilities including high schools, 'dong' office and neighboring parks except for kindergartens and commercial districts than the apartment housing. Such findings allowed to identify the factors that caused lower standard of living environment of the rental housing compared with the apartment housing.
The counter-measures that can improve these negative factors are summarized as follows: First, more facilities needs to be provided. Although it may seem ideal for pleasant living to have sparsely distributed facilities over a large space, it is also necessary to have more densely located facilities to provide the residents with spaces for leisure, convenience and communal activities when there is an absolute necessity for enough useable spaces for them. Second, large open spaces need to be secured.
As the quality of the life of residents improves, more spaces should be provided using various techniques including building the underground parking lots, accommodating resting areas in pilotis sections on the first floor, utilizing odd spaces, and so on. Third, the continuation of the line of flow must be facilitated. To ensure the line of flow for pedestrians, various techniques must be employed at the planning stage of the housing including building the underground parking lots and the piloty sections on the first floor based on pedestrian-orientated traffic plans. Fourth, a variety of plans have to be implemented to ensure efficient structure and disposition of residential buildings.
It is necessary to implement such plans to create residential spaces with unique individuality for each housing. Fifth, plans for the development of combined rental and apartment housings need to be implemented. It is necessary to make the choice of balanced locations for rental housing and apartment housing by combining the rental h
