토지 공시 및 관리제도의 운영과 개선방향을 연구했다.

The land we are living is infinitive resource, which is inherited from nature, and learning place, which make us recognize its importance as a ground of the survival of human race and their living environment. The central managing body will be a nation and the nation has a duty to equally develop the territory and preserve it environment-friendly. As the development of land becomes active and the industrial society is highly developed, the interests in land become higher and various land management systems are being established and performing their functions.

To study land public notification system, this paper theoretically analyzed legal characteristics and administrative systems based on domestic land relevant systems and foreign cases taking the limit of the range of the study into consideration, and collected questionnaires subjected to the cadastral people and general people in each local society.

Based on those, this study also seeks for the establishment of a new organization of "the office of land registration" as well as proposes the cadastral development in the future focusing on the benefits of the unified public notification and management systems of register system and cadastral system which are currently separated in the conclusion. If the land management system that his study proposes is established, various effects will be found like below. First, as a land public notification system, the land management system can improve the public confidence of cadastral record and register.

Second, it can improve the quality of service for people with the accuracy and promptness of work process through the unification of cadastral record and register. In addition, through the promotion of the establishment of the new organization of the office of land registration for the development of unified land system, the position of cadastral and registry works can be higher as well as the position improvement of the Public officials in technical posts.

Through this, it is expected to improve the quality of service for public with the reinforcement of administrative power, and with regard to the future of the nation, it is required to secure the uniformed and standardized cadastral survey, the publicity of land system and legal stability of land relevant legal relationships.
