지구단위계획 개선방안에 관한 연구 : 광주시 제1종 지구단위계획 사례를 중심으로

광주시 제1종 지구단위계획의 제도와 개선방안을 연구했다.

지구단위계획은 2000년 1월 도시계획법의 전면개정에 의해 각각 건축법 및 도시계획법에 근거한 종전 도시설계제도 및 상세계획제도의 통합·정리를 통해 도입되었다. 지구단위계획으로 통합된 이후 최근 도시계획법이 국토의계획및이용에관한법률로 통합·제정(2002.1)되고, 도시및주거환경정비법이 제정되는 등 매우 급격한 제도 변화를 경험하고 있어, 이 과정에서 지구단위계획의 중요성이 커지고 이에 따른 성격 및 운영 체계도 변화가 요구되고 있다. 지구단위계획은 도시관리계획으로서 도시 전체를 대상으로 하는 용도지역제와는 달리 그 적용범위가 특정지구에 한정된다는 점에서 차이가 있다. 즉, 지구단위계획은 도시계획구역내 일부분에 대해 구체적인 상세 계획으로 토지이용의 합리화, 도시기능의 증진, 도시미관의 개선, 양호한 환경의 확보를 목적으로 하고 있다. 특히, 제1종 지구단위계획은 용도지역·지구, 기반시설, 가구 및 획지, 건축물의 용도와 밀도, 형태와 색채, 교통, 환경 및 경관계획 등 다양한 계획 요소를 포함하고 있으나, 법적인 측면에서 어느 하나만 계획해도 되기 때문에 도시계획의 일반적인 접근방법과 도시 미래상이 무시되고 있는 실정이다. 오늘날 광주시에서 시행되는 제1종 지구단위계획을 보면 대부분 종상향에 의한 공동주택 건설을 위한 용적률의 확대가 대부분이다.

이는 국토의계획및이용에관한법률에서 규정하고 있는 다양한 도시 공간의 창출이라는 취지와 다르게 운영되고 있는 실정이다. 따라서 본 연구는 광주시에서 주택법에 의해 시행된 25개 지구의 제1종 지구단위계획을 중심으로 계획구역면적, 건폐율, 용적률, 높이 및 층수 등 건축물의 밀도와 관련된 부분과 일반주거지역의 종상향에 관한 정량적인 자료 분석을 토대로 제1종 지구단위계획이 올바르게 정착화 되기 위한 개선방안을 제시하는데 본 연구의 의의가 있다. The District Unit Plan was introduced through the consolidation and readjustment of the urban design system and the detail district plan system on the basis of the Building Act and the Urban Plan Act respectively, by the full-scale revision of the Urban Plan Act in January 2000.

Since consolidation into the district unit plans, very rapid changes have been taking place recently such as the integration of the Urban Plan Act into the Law on the Planning and Utilization of Land and the new legislation of the Urban and Residential Environment Maintenance Act. The District Unit Plan is one of the urban management plans established by combining urban design and detailed plans as a positive regulation to escape from negative regulations that the use region system has.

Besides, this is limited to a specific region in terms of its application scope rather than aiming at the entire city differently from other urban management plans, and is supposed to present a positive guide for the development behaviors that take place on the individual land rather than staying at a negative regulations for development behaviors. Specially, the First-type District Unit Plan is based facilities, households and a stroke are including use of architecture and density, a form and color, traffic, various deliberate elements such as environmental policeman plan.

However, be the misgovernment that a general approach way and city vision are disregarded of urban planning as you may plan any one only in the legal sides. If read the First-type District Unit Plan that is enforced nowadays in Gwangju expansion of floor area ratio for a common housing construction by most upward tendency coordination mostly. This is a purpose called invention of various city balls defining at Law on the Planning and Utilization of Land and the misgovernment that is operated so as to be different.

Therefore, there is a meaning of this study to present improvement plan for an earth system of units stroke to become justly settlement anger by a foundation by numerical data analysis regarding upward tendency coordination of a part and a general residential district related to density of architecture such as deliberate district area, building coverage ratio, floor area ratio, heights and a floor to 25 globes the First-type District Unit Plan enforced by house law this study to the centers in Gwangju.
