土地의 需給調節政策에 관한 硏究

토지 수급 불균형과 투기 문제에 대응하는 토지 수급조절정책을 연구했다.

Some problems to land such as the unbalance between demand and supply of land, the speculation in real estate, the rising of land price, the land development and the insufficient land-supply with which Korea should confront successively, are come ta the fore as the demand-supply adjustment policy. Moreover, we must lead into the effective usage, development, supply and management of land and ease the probelms on the balance between individuals and between classes. which are generated by land. For these, it is necessary to improve them with analyzing and investigating prudently the existing polices and systems related to land and to be proposed a basic and total guiding principle.

It is the aim for this study that is to research all of the above. For it, after the chapter 1 of preface, I observe roughly in the chapter 2 the policy for land market, the theory related to the demand-supply of land, the legal condition and limitation of the adjustment policy and the policy of foreign countries. In order to analyze the present policy, I research comprehensively the policy after deviding with demand, development, supply and management of land in the chapter 3. Chapter 4 is an advanced sector of previous one, in which I investigate a total measure set out from discussing their problems respectively.

Following are the summarized problems presented in the chapter 4 ; The above problems may be demonstrated as diverse forms according to the point of private or public views, but it is important to keep the balance between both views when carrying out policies. There are many difficulties on the demand-supply adjustment policy. On the one hand we must work an accelerator of effectiveness and on the other hand we must apply constantly the break of the principle of equity. It is the measure I propose in this theses that could manage to keep the balance between both views not with antagonistic relationship but with complementary one, so that they may formulate Pareto Optimum.
