In the 1980s, as urban development projects gained momentum, they prioritized quantity over quality, which also had an impact on parks donated. Overlooking their role as public assets, these donation-funded parks faced issues such as development on leftover land and neglect of maintenance. To address these problems, this study aims to restructure evaluation criteria, with a focus on the most frequently used indicators: accessibility, openness, safety, pleasantness, and convenience, which have been highlighted in prior research as key aspects of publicness.

The goal is to propose a framework for evaluating the state of donation-funded parks across different time periods, contributing to their improvement.
