A Study of the development directions for a sustainable Korean tourist complex Cho, Sung Ju Department of Environment Landscape Architecture The Graduate School Gyeongju University (Supervised by Professor Hwang, Jung-Hwan) Abstract In the case of Bomun Lake Resort, Gyeongju and Joongmoon Tourist Complex, Jeju, those in charge of development publicized and managed public facilities by using profits from the operation of golf courses. However, abundant golf courses have already been established in Korea, lowering the possibility of earning profits from them.
Government-owned companies have shown a lack of management resources due to external pressures, for example, sale, out of negative causes toward the operation of profitable business. Gyeongsangbuk-do has also set up insufficient measures to obtain maintenance resources for tourist attractions, or no plans at all. Since the development of tourist attractions provide enormous tax benefits to local governments, sustainable systems with a competitive edge can develop when investment resources are secured by allowing local governments to manage public facilities or reduce local taxes. Purchasing land is possible only when development plans are confirmed.
Therefore, costs to buy land increase more rapidly than the initial period when plans are established, leading to excessive initial investment. Also, since the development period is prolonged, the relevant laws need to be enacted to allow land purchase apart from approval and permission from the government. For at least 10 years from the initial development to the establishment to invite private investment, the real estate possession tax is imposed progressively, increasing the lot cost of tourist attraction facilities. This not only worsens competitiveness but also makes it difficult to attract private investment to expand recreation and culture facilities with low profitability.
In conclusion, it is necessary to take into consideration projects for public investment and plans to attract private investment as well as maintenance from the beginning to develop sustainable tourist complexes. As tourist complexes make enormous contributions to regional development, it seems, for the long term, necessary to provide tax favors and infrastructure so that the tourist industry can secure a competitive edge and enjoy an influx of tourists.
