Our living society is called on information society. The information society needs exactitude, speed, and diversity in every thing. Land has no exception of it. All the land records simply inscribed until now shall be exactly, fastly, and diversely recorded in this information society. The Land Recording System that includes these functions is just Multipurpose Land Registration and Management. Many countries in the world have utilized Multipurpose Land Registration and Management or also push ahead with a plan to utilize the Multipurpose Land Registration and Management.

Korea must change the Land Recording System to the Multipurpose Land Registration and Management in order to keep pace with the information society. So, this includes some approach needed for changing the Land Recording System to Multipurpose Land Registration and Management. This is newly created for the purpose of keeping pace with modern management method for the form of New Land Registration and Management Official Book, Registration, Registry in order to avoid overrapping and in order to make computerization. In order to make New Land Registration and Management Official Book some requirements are required ; 1) Work to survey whole land.

2) Arranging all the laws related to the land, and make a special law. 3) To bring up specialists. 4) To secure an extra fund to support this work. The formation of New Land Registration and Management Offical Book is a basic foundation for the modernization of the land record.
