This study is aimed at improving the rational direction through the analysis of the adequacy location and understanding the problems of supply and installation standards of urban public facilities and residential land development projects supplied by the urban public facilities. Especially, the main purpose of this study analyzes the urban public facilities supply and utilization status in the city center between the new towns and existing centers by large urban development projects and provide a reasonable supply plan through a comparative analysis of the installed base.
For this, the study is divided into relative theory and previous research review, setting the framework for analysis, analysis of the relevant institutions and study area, location propriety of public facilities, and policy proposals. Referring to the content of each of the theories and previous studies examined the concept and content, historical changes the course of the academic and institutional aspects of urban public facilities and understand the concept and characteristics, and type of land development projects. The review of related theories is separated by accessibility, efficiency and equity, living area theory, and it reviews the location model of public facilities.
This is relevant prior research examined previous studies, separated by land development and related public facilities. The result derives the following implications. First, researches related to urban public facilities have been studied for spatial inequalities of urban public facilities. Second, researches related to supply aspect have been studies for install and supply standard on individual facilities. Third, it is the evaluation methodology and the allocation model, and location services right through the buffering and analysis of GIS in terms of presenting the position of the new public facilities.
Fourth, in terms of user satisfaction and system improvement and analyze the causes and extent of use of unutilized degree of user inconvenience or public facilities. Fifth, regarding land development project presents a regional imbalance and due to change such as land development projects. The framework sets up in the analysis in order to solve this problem, first, of the installation and supply standards of urban public facilities clarity.
Secondly, land development projects insides and outside of experiences and differences in public facilities residents, third, urban public due to land development projects separated by a base adequacy analysis phase of the facility was set up the framework for the research. First, in the first step analysis that analyzes whether the relevant institutions and policies are clearly presented it is based on the supply and installation of urban public facilities and presents the limitations and problems related systems.
Installation standards of urban public facilities, but be divided into administrative areas, living area basis, based on population, and in most cases do not appear explicitly for the supply and installation clear as to present only the qualitative criterion standard. The current system of public facilities related to operation and puts emphasis on the management of public facilities and because only declarative rules to the supply and installation standard room is supplied criteria to be reinterpreted and there are limitations reflect different regional environments.
In the second phase, the research destination Housing Development District, adjacent regions, separated by the spatial categories other regions to conduct a survey to each of the local residents were analyzed using characteristics between the city residents and existing residents. As a result, land development experience of the district residents may find that high compared to neighboring regions and other local residents. Consequent days, but we believe that high satisfaction compared to public facilities if the facilities did not have access to the geographical distance in your area.
And if you compared the welfare and cultural facilities, it showed high satisfaction with the use of welfare facilities than cultural facilities. In the case of cultural services it can be inferred to determine relatively low, weak public services and cultural facilities in fashion or trend, because in many cases being supplied by the other private cultural facilities or outside facilities. And by analyzing the supply and installation earlier analysis based on analysis of user satisfaction with public facilities compared to distinguish between four types of public facilities in the city and each was classified as a public facility.
4 types are type I: If the installation criteria are met, experience preferred, Type II: If the installation criteria are met, the experiences and poorly, Type III: installation standards inadequate, if the experience is good, Type IV: lack of reference installation, if you use a low satisfaction. In the third step through the GIS network analysis based on the use and satisfaction degree of difference between each category of spatially analyzed before residents were accessibility and service areas of the city public facilities.
The adequacy of supply for the public facilities were one of four types of Type II (complex cultural facilities) and type III (general welfare facilities) of urban public facilities before analysis. As a result, users experience the city's public facilities appeared to influence depending on the spatial category of the Housing Development District. In the case of the composition due to land development public facilities, it has a significant impact on public services in the region, which showed that significant effects on the accessibility of citizens to use them.
In other words, it can be seen that the land development business, though not the residents living in areas accessible to the facility (or users are concentrated) to take advantage of the facilities. Finally, it is as the first policy proposa
