Abstract A Study on Improvement of Disclosure Pricing Confirmation using Housing market and urban characteristics Lee, kun bok Department of Real Estate Graduate School of Youngsan University Adviser : Suh, Jeong Yeal The purpose of this study is to suggest the improvement measures and implications for the transparency and equity of published pricing, which are currently investigated and calculated by the government and local governments, using land price volatility over the last five years. The method collected variables of housing and urban characteristics by reviewing previous studies related to land price volatility.
After solving the multicollinearity between the variables, the correlation analysis was carried out, and then the multiple regression analysis was performed by dividing the spatial scope for analysis into nationwide, Seoul, metropolitan, and non-capital regions. The spatial scope of this study set 228 cities, counties, and districts as the basic unit of analysis to reflect more detailed and microscopic effects. For the temporal range, we used the average of five years from 2014 to 2018 with 13 housing and urban characteristic variables including land price change.
This supplemented the fact that the indicator values of cities, counties, and districts differed by year, so that the influence of certain variables differed from the general trends in the short run. That is to determine the impact of regional feature changes accumulated during this period. As a result, significant variables influencing land price volatility were apartment pre-sale price, subscription competition rate, population growth rate, planned development city dummy, and public housing announcement price dummy.
The factors land price increases in Seoul and the metropolitan area were high pre-sale prices and subscription competition, showing that the predominant market for pre-sale market was active, the area where the population increased due to the planned development of the city, and the public housing prices exceeded the national average. In the non-capital region, the market for apartment sales, like Seoul and the capital region, led to a rise in land prices. However, land prices may rise or fall depending on the number of unsold homes. Therefore, we concluded that economic fluctuations in the Real Estate Market is more likely to be a factor of land price volatility than the pre-sale market.
In conclusion, this study found that the factors affecting the regional price fluctuation rate differ slightly depending on the housing market and urban characteristics of the region. Therefore, based on the differences in the regional price volatility factors, this study suggests specific improvement measures and implications for the determination of the disclosure price for each region. First, it is necessary to reflect the rate of change in land price considering the characteristics of the housing market and the characteristics of the city when calculating individual public land prices and individual housing prices by Local governments.
This is why it is necessary to consider the housing market and urban characteristics of the region rather than the public pricing based on the type of housing, the area of use and the situation of use. Second, due to decentralization, it is necessary to consider the inverse calculation method that the local government first calculates the disclosure price using land price volatility, or the unification method that the local government calculates. This is because local governments, who know the local situation best, are likely to consider the characteristics of regional real estate markets and economic fluctuations from a micro perspective.
The purpose of this study is to verify that the factors of land price increase are different according to the characteristics of the housing market and city of each region, and to propose an alternative method for fair disclosure pricing that reflects the characteristics of regional price changes. Despite the achievements of this study, further research on the issue of equity that is constantly raised in relation to realization of real estate disclosure prices and disclosure pricing is needed.
