초록
The problem of poverty is one of factors causing conflicts between income brackets. Therefore, it is necessary to make a sustained effort to reduce the poor in order to create new value, coexistence and to join the ranks of advanced countries. In order to ensure a minimum standard of living for lower-income brackets that increased rapidly after the Korean financial crisis in the late 1990s and to help self-support, a great deal of effort has been made to reduce blind spots of welfare and establish the basis after the enactment of 'National Basic Living Security Act' in 1999.
However, lower-income brackets have not been reduced, and several cases that some of them enjoy welfare benefits being afraid of the termination of them have been found. Although the current Korean government has planned to realize welfare in collaboration with employment, it has not been possible to have a support system capable of helping lower-income brackets to enter the middle class because there is no sufficient follow-up management system for employees and entrepreneurs through welfare services and the government merely encouraged them to exit from welfare as a measure for the poor with ability to work.
Support programs for lower-income brackets are not effective due to the overlap and bias by division, and the near-poor have the potential factors to slip to welfare recipients at any time. Nevertheless, the welfare payment and services have been focused on welfare recipients and served as a factor reducing the motivation to exit from welfare. Moreover, it is difficult to evaluate the jobs created by financial support as a high-quality job in that lower-income brackets cannot expect to escape from poverty through them and employment retention rate of the employment through welfare programs also decreases.
Unless they do not increase new employment, someone's employment means someone's resignation. The working poor are found extensively despite employment is a major pathway of an escape from poverty. It means that it is impossible to cope with working poor problems only by employment promotion policies. Although start-up support does not have less numerical effect such as an increase in employment rate, it can be a solution of escape from poverty if business start-up succeeds in escaping from poverty and reduces lower-income brackets.
Thus, this study derived a promotion program of rented shopping complex development project to support both dwelling space and business start-up as a support plan for escape from poverty of lower-income brackets and collaborated with the activation of decrepit old downtown. The reason this study linked this project with urban regeneration was because this project can become a new urban regeneration plan for activating the decrepit old downtown to decline the whole city other than supporting escape from poverty for lower-income brackets if this project is available in commercial areas of the old downtown.
This study examined various data and materials with literature research and considered actual conditions and problems of activation policies for the old downtown commercial district. In addition, it combined analyses of rate of return on investment, cost-benefit and sensitivity in order to derive a developmental model for the rented shopping complex and verify the feasibility of the model. As a result, the project feasibility in both new and old downtown commercial areas was verified, and this project could associate the support to escape from poverty for lower-income brackets with the urban regeneration in the old downtown.
The implications of this study are as follows: First, although the rented shopping complex development project for lower-income brackets was effective support to escape from poverty, public support is essential because it is difficult to promote the project without the application of special provisions of the Building Act and tax benefits. Second, the results of the analysis showed the feasibility of this project. Third, the analysis results indicating the feasibility of this project in the old downtown commercial district were significant in that it provides a possibility to connect welfare services and urban regeneration.
Most of the existing activation policies for the old downtown commercial district have not been able to induce activation of commercial areas in the decrepit old downtown because they were limited to traditional markets. In other words, the suburbanization of commercial areas and expansion of large markets have induced the reduction of purchasing power of the old downtown and declined the whole city in spite of government support for the activation of the old downtown.
Therefore, the analysis results indicating the feasibility of this project even in the old downtown commercial district are very suggestive that this project provides a clue to the regeneration of the decrepit shopping areas in the old downtown that cannot be duly developed by private capital under current law because they consist of naturally occurring narrow alleys and small pieces of land. Fourth, most of the costs in financially supported welfare projects are used in the form of payment for wages, subsidies and allowances.
However, this project is different in that it can provide constant continuous dwellings and jobs for lower-income brackets when once initial project funds are invested because it possesses physical assets of land and buildings. This study is different from previous studies in that it is a creative study support to escape from poverty for lower-income brackets by providing them with residential and start-up space together. In particular, this study is significant in that it explored methods to support lower-income brackets in collaboration with the activation of the old downtown.
However, as described above, public support is essential and it is necessary to improve relevant laws and systems for the public support in order to realize this proj
