계획적 해양공간관리를 위한 정보체계의 구축방안

해양필지 등록과 해양등록부 정보체계의 구축 방안을 제시했다.

본고는 해양필지의 구획, 경계설정, 해번의 부여, 면적단위의 선정을 검토한 후, 해양필지정보(등록객체)의 재구성으로 보다 현실성 있는 해양등록부의 설계(안)을 제시하는 것이다. 이를 위한 조사방법은 문헌조사와 전문가 인터뷰, 현장조사를 통하여 수집하였으며, 접근방법은 서술적 접근방법과 비교론적 접근방법, 현상학적 접근방법을 병행하였다. 연구결과는 다음과 같다. 첫째, 해양관리를 위한 공부운영의 현황을 검토한 후 그에 따른 한계와 문제를 도출하고, 이를 해결하기 위해 해양등록부의 작성의 필요함을 제기하였다. 둘째, 해양등록부의 설계를 위한 필수적인 정보라고 할 수 있는 해양필지의 구획, 경계설정, 해번의 부여, 면적단위 등의 등록방법을 제안하였다. 셋째, 본 연구의 목적인 해양관리를 위한 해양등록부 양식의 설계(안)을 제시하였다.

The purpose of this study is to design a realistic Marine Public Records which is based on the reconstitution of marine parcel information(registration object), after reviewing division of marine parcel, determination of boundary, designation of marine number, and selection of area unit, Survey was carried on through collecting both the primary data by expert interview and field survey and secondary data by literature review, in addition, descriptive, comparative, and phenomenological approach were applied concurrently. Conclusion of the study is as follow : First, after reviewing the current condition of operation about the register, limitation was deducted based on the result.

In addition, the necessity of making a Marine Public Records were suggested to resolve the problem. Second, it is suggested how to divide marine parcel, determinate boundary, designate marine number, and register area unit which are essential information for making a Marine Public Records. Third, the form of a Marine Public Records were designed for marine management which is the purpose of this study; moreover, the direction of construction about Marine Public Records Management System was suggested.
