수자원 확보와 상수원 보호를 위한 토지이용 제한을 연구했다.

Water is basic right and a necessity for all life. It keep people healthy, supports fish and wildlife, and provides recreational opportunities. So to improve human's quality of life is not to accumulate only a fortune by economic growth, but to achieve by interconnected many factors such as politics, economics, cultures, and environments. Especially water is necessary to survival and maintenance all living things of ecosystem. Therefore, water is a nature resource to preserve safe water both present next generation use. But water quality became worse year by year due to industrial effluent.

But water quality improvement is not achieved in an effort to managemment and legal control of water pollution. So to secure water resource and prevent to pollution of drinking water resource, we need to restrict on land use. Especially zoning is absolutely necessary to secure water resource in public and to preserve water quality. Generally it is restrict on land use and compulsory purchase, so it should be compensated for landownership. The administration purpose of a nation is a construction of welfare state, which adavance the quality of life and it must be accomplished in security of safe and comfort environment. Especially water is necessary to survival of all living things.

therefore as next generation, all livings, and we use it safely, so we must effort to preservation of water quality and control of water pollution. In addition to government must compensate landowner for securing water resource.
