은평뉴타운 개발 사례를 통해 뉴타운개발사업의 문제점과 개선방안을 연구했다.
초록
“New Town project” refers to preparation plan for upgrading total city function to level of equal living class. Existing inner-city redevelopment was carried out in such a small scale by private company causing the lack of basic city infrastructures, like road construction, schools, lands, etc. that it was impossible to develop large-scale undeveloped area and downtown area with both commercial and private purposes Hereupon, the necessity which will reorganize the house defective area efficiently and systematically mixing various city maintenance and development method based on present laws such as Urban and Living Environment Improvement Act and Urban Development Act has become salient.
New Town project does not stop at simply maintaining the city structure or improving it but goes on to make “human-oriented community” where a variety of classes and age groups coexist and create “21stcentury high-quality well-being living space” that will be harmonious city community. Although New Town project is important in balanced development of both Gangnam and Gangbook areas, it also has its significance in achieving the transition from region-level development method to class-level. Therefore, long-term plan is required.
Even if these conditions are met and people are well-informed and participate actively, people’s participation will not make smooth progress unless public organizations and private institutions, the main bodies of the plan, recognize the importance of people participation and have undemocratic and close-minded attitude. Accordingly, these main bodies must fully understand people’s opinion. Eunpyeong is closely located to Bukhan-san Natioal Park which serves as a lung of Seoul. Environmental research for a massive development plan around this area should be accomplished.
However, the research on environmental impact of development plan on Changreung-chun where fresh water runs all-year long, Jingwan Park, Suhoreung Park, and Galhyun Park, has stopped at a perfunctory level. In turn, the environmental office, in charge of monitoring these issues, pre-approved the development plan and approved complementary impact evaluation afterwards. Whether the environmental impact evaluation can be complemented should be scrutinized. New Town project aims to make a better place to live; however, in reality, personal and economic benefits of reconstruction promotion plan are often regarded more important than the issue of quality of living and majority’s opinion.
As well, they are acting as obstacle to establishing and executing New Town project. It is important for New Town project to establish the belief that the community is doing the work for the good of its dwellers. People’s opinion, inquiries, and suggestions must be heard, reviewed in a timely manner to apply their ideas into action. I would like to conclude this research hoping that, above all, Eunpyoung New Town will create harmony between man and nature, improve quality of life for its inhabitants and become a better place to live.
