지적재조사 전문인력 교육과정 개선에 관한 연구

지적재조사 사업을 위한 전문인력 교육과정의 개선방안을 연구했다.

The Ministry of Land, Infrastructure and Transport should secure personnel specializing in Professional Workforce in order to complete the Cadastral Reform Perform in the second plan. Therefore, we analyzed the progress of the Cadastral Reform Perform and the status of the Professional Workforce training, and drew up problems and implications of the education of the Professional Workforce of the Cadastral Reform Perform. Second, in order to overcome the problems of education time and cost burden, we presented the need for online education for Professional Workforce of the Cadastral Reform Perform.

Finally, we redesigned the online curriculum for Professional Workforce to reflect the opinions of the officer and surveyer on the importance and difficulty of each task. 본 연구는 지적재조사 사업을 효과적으로 수행하는데 있어 지적재조사 전문인력의 역량을 강화하기 위한 방안을 제시하는데 목적이 있다. 최소 1년이상의 오랜 기간이 소요되는 지적재조사 사업을 성공적으로 수행하고 제2차 기본계획에서 명시한 사업필지수를 완료하기 위해서는 그에 따른 전문적인 수행인력의 확보가 절대적이다. 이를 위해 본 연구에서는 첫째, 지적재조사사업 추진현황과 전문인력 교육 추진현황을 분석하였으며, 이에 따른 재조사 전문인력 교육의 문제점 및 시사점을 도출하였다. 둘째, 현행 오프라인 교육의 한계로 지목된 교육시간 및 비용부담에 대한 문제점을 극복하기 위한 방안으로 지적재조사 전문인력에 대한 온라인 교육의 필요성을 제시하였으며, 지적재조사 업무구분 및 업무별 중요도 및 난이도에 대한 담당자의 의견을 수렴하여 지적재조사 온라인 교육과정을 재설계하였다.
