민간제안 도시개발사업의 문제점과 개선방안 연구 : 경기도 양주시를 중심으로

양주시 민간제안 도시개발사업의 문제점과 제도 개선방안을 연구했다.

수도권을 벗어난 경기도권에 도시개발사업 수요 증가로 인한 개발압력이 증대되고 있는 실태이다. 특히 GTX-C노선의 연장이 결정된 비교적 개발이 덜 되었던 지역이라고 평가받던 양주시는 서울 중심부로의 접근성이 증대되 어 로케이션 가치가 상승될 것이라 예측되며 이는 곧 지가의 상승 및 이를 통한 개발압력증가의 상황이 예측된다. 본 연구는 이러한 개발압력 증가가 예 견되는 상황에서 무분별한 허가 및 기준없는 검토로 인한 난개발을 지양하고 자 도시개발사업 가이드라인을 제시하고자 하며, 실제 양주시 도시개발사업 관련 제안 검토시 고려할 만한 사항을 선행연구 분석, 양주시 도시계획위원회 최근 심의결과 분석, 관련 지자체 사례 분석을 통해 도출하였다. 먼저 도시개발사업 관련 문제점 및 제도개선방안 선행연구를 토대로 제도 적 개선방안을 참고하였고, 도시개발관련 가이드라인수립 연구 분석을 통해 가이드라인수립을 위한 방법론을 도출, 이를 적용하였다. 최근 3년간 양주시 도시계획위원회 주요 심의결과 분석을 통하여 공통된 방향성을 도출하였고, 천안, 평택, 파주, 화성의 도시개발업무 지침 및 개발행 위허가와 관련된 도시계획위원회의 심의기준을 분석하여 공통된 요소를 추출 하였다. 추출된 요소의 구분화를 통하여 양주시 도시개발사업의 세부 기준에 대하여 정리 및 제시함으로 본 연구는 의의를 가진다.

Development pressure is increasing due to an increase in demand for urban development projects in Gyeonggi Province outside the metropolitan area. In particular, Yangju-si, which was evaluated as a relatively underdeveloped area where the extension of the GTX-C route was decided, is expected to increase its location value due to increased accessibility to central Seoul, which is expected to increase land prices and development pressure.

This study aims to present guidelines for urban development projects to avoid reckless development due to reckless permission and unstandard review in the face of such an increase in development pressure, and derived them through prior research analysis, recent deliberation by the Yangju Urban Planning Committee. First, the institutional improvement plan was referenced based on previous studies on urban development projects and system improvement plans, and a methodology for establishing guidelines was derived and applied through analysis of urban development-related guidelines.

Over the past three years, a common direction was derived through analysis of the main deliberation results of the Yangju Urban Planning Committee, and common elements were extracted by analyzing the guidelines for urban development work in Cheonan, Pyeongtaek, Paju, and Hwaseong and the deliberation criteria for development activities. This study is meaningful by organizing and presenting detailed standards for Yangju-si urban development projects through the classification of extracted factors.
