주택재건축정비사업 추진기간 단축방안에 관한 연구

주택재건축정비사업의 추진 기간을 단축할 방안을 연구했다.

주택재건축사업은 정비기반시설은 양호하나 노후·불량건축물이 밀집한 지역에서 주거환경을 개선하기 위하여 정비기반시설을 정비하고 주택 등 건축물을 개량하거나 건설하는 사업으로, 주거환경정비수단으로서의 역할과 더불어 대부분 공동주택으로 재건축 하고 있음으로 신규개발 택지가 부족한 대도시 구도심에서 공동주택의 재건축을 중심으로 주택공급 수단으로 널리 활용되어 왔다. 주택재건축정비사업은 토지 등 소유자들이 조합을 설립하여 사업시행자로써 추진하는 민간주도 사업으로 여러 절차를 대부분 사업시행자인 조합이 추진하게 규정되어 그동안 재건축사업과 현재 추진중인 많은 재건축사업들을 살펴볼 때 각종 행정절차 이행 토지 등 소유자들 사이의 각종 분쟁, 사업성 저하 등으로 재건축사업 추진 기간이 장기화되어 무산되거나, 높은 정비사업비의 부담으로 사업추진에 어려움을 겪고 있는 것이 현실이다. 이에 본 연구에서는 주택 재건축 정비사업의 문제점을 제도상 지연요인, 사업추진상 지연요인을 살펴본 후 추진기간 단축방안을 제도상 개선방안으로 정비계획 수립추제의 명확화, 안전진단 절차 간소화, 토지 및 건축물의 소유권 확보 방법 개선, 재건축 결의 내용의 명확화를 제시하였다. 재건축 추진 주체 및 내용의 개선방안으로는 토지 등 소유자의 의식개선, 사업시행자인 조합의 역량강화, 철저한 사업성 분성, 정비사업 전문관리업자의 전문성 강화를 제시하였다.

이와 같이 재건축사업 추진기간 효율적으로 단축하기 위해서는 법령개정 등 제도상 개선방안과 재건축 추진 절차별 추진주체별 전문성 및 역량강화가 조화롭게 이루어 질 때 가능하다. House Reconstruction Project(herein "HRP") have introduced to revise the residential environment at the deteriorated facility area with basic infrastructure. HRP have implemented at the central of mega city where are short of residential area which is newly developed. Private land owners should be united to implement the project. This has made the HRP process difficult because of high burden of project finance and long suspension of project period. So, many conflicts between land owners have occurred and the feasibility of the project come to be dropped.

Therefore, HRP related paper and researches are reviewed, and problems resulted from system, suspension factors are investigated. Clarification of Renewal plan maker, simplification of safety inspection process, revision of distribution method of land ownership, clarification of the contents of reconstruction decision were revised in the HRP system. And land and facility owners should reformed their consciousness for HRP, the association, that is implementor, should have strong power to execute the HRP, professional entity should suggest the feasibility study for HRP, profession of professional manager for HRP should be enhanced to effectively reduce HRP period.

Because this research were studied with limited time and space, those suggested in this research are prat of successive reformation for HRP.
