도시계획 기반 지적정비사업 추진방안

도시계획과 연계한 지적정비사업의 추진방안을 제시했다.

National land is the one of the important components to make up a nation and lots of systems based on national lands are being operated. The state has been operated by the urban planning in order to operate limited land resources efficiently. However in 1970s, rapid urban development is generating a variety issues such as slum area and so on. Accordingly, this study has derived a strategy to build a healthy city based on urban planning in cadastral field which is general management land basic information. The cadastral-rehabilitation project, presented in this study, has advantages to maximize efficiency by low cost than currently being carried out urban regeneration projects.

It can be used at the condition of the highest and best use through the increase of land value. Moreover this study has shown a necessity and a process for the cadastral-rehabilitation project and the expected effects were derived through modeling and business case analysis. In conclusion, introduction of the cadastral-rehabilitation will be an opportunity for a paradigm shift from management-oriented cadastral system to advanced two-way communication development system. 국토는 국가를 구성하는 주요 요소 중의 하나이며 국가의 토지를 기반으로 한 수 없이 많은 시스템이 운영되고 있다. 국가는 한정된 토지자원을 효율적으로 이용하기 위해 도시계획을 수립하여 운영하고 있으나 1970년대 급격한 도시의 발달은 슬럼화 현상 등 다양한 문제를 일으키고 있다.

이에 따라 이 논문은 토지의 기본정보를 총괄하는 지적 분야에서 도시계획을 기반으로 건전한 도시를 건설할 수 있는 방안을 도출하였다. 이 논문에서 제시하는 지적정비사업은 현재 실시 중인 도시재생사업보다 저비용으로 더 높은 효과를 극대화시킬 수 있는 장점이 있으며, 토지의 가치향상을 통해 최유효이용이 가능하다. 이 논문은 지적정비사업 추진의 필요성과 추진절차를 제시하고 모형화와 사례분석을 통해 사업에 따른 기대효과를 도출하였다. 결론적으로 지적정비사업의 도입은 관리 위주의 지적제도에서 벗어나 양방향 소통의 진보된 제도로 발전하는 패러다임 전환의 계기가 될 것이다.
