도심재생사업의 주민만족도에 관한 연구 : 서울시 중구 도심재생사업를 중심으로

서울 도심재생사업의 주민만족도와 사업 효과를 살펴보았다.

This paper task started about the question that the residents live in the metropolis central region recently were satisfied with the residential environment and which it is living by the expectation for the city activation according to the city cavitation prevention and downtown living population security policy and urban revitalization business which is being promoted by one of the urban revitalization businesses around Jung-gu, Seoul.

The ward region among Seoul City, that is the research object, is embracing the architectural feature of which residential and commercial complex of the higher stories cannot help setting an aim in life due to the residential policy in which relatively the land value is high and which it reflects the characteristic of the downtown because of being adjacent to the downtown commercial zone. And the ward region among Seoul City, that is the research object, settles down as the house located in the downtown at the basic and is going to the quality enhancement and stabilization.

And it is expected to increase the construction of residential and commercial complex for the downtown in the urban environment maintenance area and re-maintenance promotion district, and etc. through the propulsion of the related business continuously in the future. Concretely, the resident extend of satisfaction about the urban revitalization business was simply diagnosed in this research. This purpose was put on the part analyze positive the factor having an effect on the extend of satisfaction of the resident.

So, if the definite factor having an effect on the resident satisfaction about the urban redevelopment business can be discovered, the measure that controls politically that kind of factors and can improve the resident satisfaction for will be able to be searched. On the residential extend of satisfaction SPSS 15 which it feels in order to order to grasp the residents' live on the urban revitalization business building which it is being located in the Jung-gu downtown in fact right-foot shoot in this method of study. By using SPSS22.0 it analyzed.

Compositely many factors of organizing acted the residential environment which this study analyzed result and urban revitalization business residents on the Jung-gu region feels. And because this influence was and different, by field synthesis extend of satisfaction the residential environment evaluation and residential extend of satisfaction decide to be drawn based on the various standards in assessment. 특히 서울시 중구지역을 중심으로 한 도시재생사업은 그 역사성 및 상징성에서 관심이 집중되고 있다. 지역 주민들의 도시활성화에 대한 기대감은 “어떻게 도시의 공동화를 방지하며” 동시에 “어떻게 도심 주거인구를 확보할 것인가”라는 물음에 대한 충족여부에 달려있다 할 것이다. 본 연구논문은 이 지역 거주자들이 도시재생사업에 거는 기대감의 핵심요소들에는 어떤 것이 있는지에 대한 의문에서 시작하였다. 연구 대상인 서울시 중구 지역은 도심 상업지와 인접한 관계로 지가가 상대적으로 높고 도심의 특성을 반영한 주거 정책으로 인하여 고층의 주상복합건물이 입지할 수밖에 없는 구조적 특성을 안고 있으며, 고급화와 안정화를 기본으로 도심에 위치한 주택으로 자리잡아 가고 있으며, 향후에는 도심에 도시환경정비구역 및 재정비 촉진지구 등에서 관련 사업의 추진을 통하여 주상복합건물의 건설은 지속적으로 증가할 것으로 예상된다. 구체적으로, 본 연구에서는 도심재생사업에 대한 주민만족도를 간단히 진단하고, 거주민의 만족도에 영향을 미치게 되는 요소들을 실증적으로 분석하는 데에 그 목적을 두었다. 그리하여 도시재개발사업에 대한 주민만족도에 영향을 미치는 결정적인 요소들을 발견할 수 있다면, 그와 같은 요인들을 조절하여 거주민만족도를 높일 수 있는 방안을 탐색해낼 수 있을 것이다.

본 연구방법으로는, 서울 중구 도심에 위치하고 있는 도심재생사업 건물에 대하여 실제로 거주하고 있는 입주민들의 주거만족도를 파악하기 위하여 설문조사를 통한 도심재생사업의 인식과 필요성, 참여과정에 대한 내용, 사업의 효과, 그리고 거주민들이 거주하면서 느끼는 주거만족도에 대하여 SPSS 22.0을 사용하여 분석하였다. 본 연구의 분석결과, 서울 중구 지역의 도심재생사업 거주자들이 느끼는 주거환경은 다양한 영향요인들이 상호 복합적으로 작용하고, 또 그 크기가 각각 차이가 있기 때문에 주거환경평가 및 주거만족도는 여러 가지 평가항목을 기반으로 부문별, 종합만족도가 도출되도록 하였다. 이와 같은 분석을 기반으로 하여 결과적으로 정책 실현에 기여할 수 있는 시사점을 도출하였고 이를 통해 주민만족도 제고방안을 제시하고자 하였다. 도심재생사업에 대한 만족도는 20-40대에서 높게 나타나며 사업에 대한 인식/필요성 및 참여과정에서도 높은 수준의 만족정도를 보이고 있다. 반면 참여주체에 대한 만족도는 타 내용에 비해 만족수준이 떨어지고 있다. 50대 이상 고연령층과 생활년수 및 거주년수가 오래된 지역민에게서는 도심재생사업에 기대하는 효과에 비해 현 도시재생에 대한 만족도, 도심재생사업에 대한 인식/필요성, 참여과정에서도 낮게 평가되었다. 도시재생의 만족도와 상관성이 높은 변수는 도심재생사업의 참여주체이다.

도심재생사업과 관련된 조직에 대한 지역민의 만족도를 올려야 도시재생만족도를 크게 향상시킬 수 있다. 또한 도심재생사업의 효과에 대해서 지역민에게 적극적으로 홍보하고 이를 사업에 반영함으로써 지역민과 함께하는 도심재생사업임을 지역민에게 느끼게 해주는 것이 도심재생사업을 좀 더 효과적으로 진행해 나갈 수 있는 요인으로 분석되었다. 도심재생사업에 대한 인식과 필요성이 공감될 때 도심재생사업의 효과는 커지는 것으로 분석되었으며 도심재생사업의 인식과 필요성은 높을수록 높은 참여정도를 보이고 있다. 따라서 도심재생사업에 대한 효과를 높이고 만족도를 높이기 위해서는 지역 내 거주년수가 오래된 토착주민 및 고령인을 중점으로 만족도 향상을 위한 방안 마련이 필요하다. 거주년수 및 생활년수가 오래된 지역민과 고연령 지역민은 도심재생사업에 대한 관심도는 낮으나 기대하는 효과는 크고 현재 진행되는 도심재생사업에 대한 만족도는 낮은데 이는 매우 낮은 참여과정 및 인식/필요성에 대한 공감수준이 낮은 데서 기인했다고 볼 수 있다.
