택지개발지구내 상업지구의 도시설계와 토지개발 행태의 관계 연구 : - 시지 택지개발사업지구의 사례 연구-

택지개발지구 상업지구의 도시설계와 토지개발 행태의 관계를 분석했다.

토지이용규제 수단으로써의 용도지역지구제는 개별용도의 특성을 고려하지 않은 획일적인 규제가 되기 쉬운 한계를 가지고 있어 점차 다양화되고 복잡화 되는 도시의 공간구조에 대한 합리적인 규제수단으로서의 역할을 다하지 못하고 있다. 이러한 관점에서 본 연구에서는 과거 대구광역시 수성구 시지택지개발사업 내 집단상업지구를 사례지구로 선정하였다. 본 사례지구는 개발초기에 도시설계에 의해 시가지개발을 유도하였으나 주민들의 규제완화 요청으로 인하여 도시설계에 의한 토지이용규제를 일반적인 대구시 건축 및 도시계획조례에 의한 상업지역의 토지이용규제로 변경하게 되었다. 본 사례지구의 토지개발 양태를 분석해 본 결과, 사례지구인 상업지구가 약10년 정도가 경과 후, 활성화 되면서 처음 도시설계로 토지이용규제를 하려고 하였던 내용에 근접한 도시설계적 효과를 발휘 하였다. 그 결과로 사례지구의 개발양태를 분석하여 추정해 볼 ??, 지구단위계획을 수립 시 지구단위계획 목표연도는 약10년을 목표로 지구특성에 맞게 토지이용규제사항을 계획․수립해야 더욱 효율적인 개발을 유도할 수 있을 것으로 판단된다.

As a means of controlling land use, the zoning system for use areas is limited in that it can enforce uniform regulations without considering the characteristics of each use. Thus it is not fully serving its roles as a means of rational regulation for increasingly diverse and complex urban spatial structures. In that sense, this study selected the group commercial district in the Siji residential land development project of Suseong-gu, Daegu. In the case district, they induced city development by urban planning in the early stage of development.

By the demands for regulation relaxation from the residents, however, they changed the land use regulation by urban planning to the land use regulation of a commercial area by the general architecture and urban planning ordinances of Daegu. The analysis results of the land development behavior of the case district reveal that the case commercial district started to enter the activation stage after about ten years and witnessed the effects of urban planning close to the original land use regulation by urban planning.

Based on the analysis results of the development aspects of the case district, it is judged that more efficient development will follow if they plan and establish land use regulations according to district characteristics by ten years when setting up district unit plans.
