전남 도시개발계획 수립의 문제와 대책 : 도시기본계획 수립방법과 내용을 중심으로 Focused on the formulation of city master plan in Chonnam Province

전남 도시기본계획 수립의 문제를 분석하고 개선 대책을 제시한다.

The purpose of this study is to identify the problem of urban development planning in Chonnam Province concerned with the formulation of master plan and to delve out its countermeasures. According to the result of questionnaire survey to the residents living in five Cities in Chonnam, most of all the citizens desire to improve the level of their living environment and to develop a city based on the regional characteristics. But, the master plans of five cities reveal some problems in terms of plan formulation and contents. The problems identified are as follows ; 1. blue-print mode of planning lacking flexibility to the changing circumstances. 2.

supply oriented planning without consideration of citizens' need. 3. plan design based on poor planning informations. 4. formalized planning approach without consideration of regional charateristics. To alleviate above mentioned problems, the master plan should be formulated based on the citizens' needs and the abundant planning information to describe the present status and to simulate the future state of city. In addition to this, it is desirable that the plan should be incarnate the regional setting of city with logic of rational planning process.

It is urgently required that Standing Urban Planning Corps prescribed in Urban Planning Law have to be established to acquire consistant urban planning, and to conduct periodical urban survey in order to stock the information.
