Since the 1960s, big-scale housing renewal projects centered around big corporations were carried out due to rapid industrialization and urbanization.
The current apartment-oriented big-scale housing renewal project has long been dominated by big businesses, citing the undefeated myth, and riddled with all kinds of corruption. Currently, homes more than 30 years old account for more than 20 percent of the total number of homes, and there is a large number of homes both small and medium-sized located in cities that require renovations. However, big construction companies have not been keen on restoring these homes due to their low business feasibility.
Big-scale redevelopment projects managed by conglomerates that overhaul thousands of generations or more, and redevelopment projects can achieve high profitability through construction unit costs that are low in scale. However, for many small and medium-sized enterprises, the opportunity is hard to come by, and achieving profitability can be an uphill task when handling small or old residential complexes that need minor repairs. Even though the floor space ratio remains intact or can be increased further, small and medium-sized private contractors lack the capacity to implement such projects due to their low business feasibility.
The "Special Act on the Empty House and Small-sized housing renewal" enacted on February 8th, 2017 and implemented on February 9th, 2018 was enacted and implemented to facilitate small-scale housing renewal projects through simplified procedures, systems, and loan support by breaking down existing big-sized housing restoration projects. Based on the "Special Act on the Empty House and Small-sized housing renewal" local governments and governments offer support by dividing these projects into autonomous housing renewal projects, street housing renewal projects and small-scale reconstruction projects. However, there is lack of practical activations.
In fact, it is surprising that the street housing project, which has already been approved for use is still one business site in Seoul. It is an important method of housing renewal project that can be carried out on a small scale basis with support from the government and local governments, however, the reason why the project's implementation is not making meaningful strides is due to a lack of business feasibility.
In addition, it is safe to conclude that the projects experience common problems in the overall small-scale housing renewal schemes, given their equally poor implementation strategies based on the "Special Act on the Empty House and Small-sized housing renewal" This study was conducted by examining literature based on institutional problems and the prior studies on the improvement of systems through implementation cases of small-scale housing renewal projects. Chapter 2 looked at the significance of the renewal projects, which is a top concept in a small housing renewal project, and identified the basic purpose and background through the significance of the small housing renewal project.
In addition, we studied the characteristics of each project through the concepts, methods and backgrounds of autonomous housing renewal projects, street housing renewal projects, and small-scale redevelopment projects to identify the problems of each project and the comprehensive problems of small-scale housing renewal projects through them in Chapter 3. Based on the above, the Act also proposed measures to activate small-scale housing renewal projects and improve the floor space ratio incentive clauses by applying local governments' ordinances and guidelines and flexible policies as per the local and business conditions.
In addition, the Activation Plan was studied through public support by suggesting that public support should be provided through the selection of contractors and providing education to organizations that promote small-scale housing renewal projects, and businesses that carry out maintenance. In order to boost the current small-scale housing renewal project, the projects need to be promoted through the floor space ratio and public support, and the provision of information by local governments, education, public relations, and application of policies suitable fo
