토지보상절차의 업무중요도에 관한 연구

공익사업 토지보상 업무절차를 표준화하고 업무별 중요도를 분석했다.

보상업무는 단순한 업무에서 감정평가, 수용 등의 각 단계, 등기 및 지적업무 등 다양하면서도 복잡다기한 결과이다. 하나의 일련의 과정을 통해 하나의 작품이 완성되듯이 토지보상의 업무는 단계를 거쳐 최종적으로 하나의 공익사업이 이루어지게 된다. 이러한 복잡하고도 다양한 문제를 해결하기 위해서는 전문적인 지식과 소양이 필요하며 단기간에 조직과 체계를 이루기는 어려운 실정이다. 이에 대해 전문성 등이 부족한 문제가 드러나는 바 각 업무절차를 우선적으로 표준화하고 그 절차에 따라 각 세부업무를 파악하여 중요도를 분석할 필요가 있다. 1차적으로는 표준화를 기본으로 한 다음 2차적으로는 세부적인 업무를 분석한 후 이에 대해 발생할 수 있는 문제를 분석하고 난이도와 효율성 등을 통합적으로 산출할 필요성이 제기된다. 본 연구는 표준화된 절차를 브레인스토밍 과정에 의해 최대한 반영하여 표준화하였고 이를 바탕으로 중분류 단계에서 일어날 수 있는 업무를 조사하였다. 본 연구는 대분류, 중분류까지 분석하고 그에 따른 세부적인 절차로서 소분류에 대해서는 별도로 수행하진 않았다. 결론적으로 대분류 항목에서는 업무차원에서 중요도는 협의 단계, 사업인정 단계, 수용재결 단계, 재결의 불복 단계 순으로 업무중요도가 있는 것으로 파악되었다.

복합가중치 분석결과 중분류 상위 5개 항목은 사업인정의 준비, 기본조사, 토지 및 물건조서의 작성, 보상계획의 공고·열람, 재결신청 순으로 나타났다. 요컨대 보상업무의 중요도는 대체적으로 진행단계에 따라 그 중요도도 감소함을 알 수 있다. The land compensation service is the diverse and complex outcome ranging from the simple service to appraisal, expropriation, registration, cadastral services and so on. As one work is completed through one series of processes, one public undertaking finally comes to be completed through the stages of land compensation services. To resolve this complex and diverse problem, special knowledge and knowhow are needed, and there is a difficulty in constructing the organization and system in a short-term period.

There is a problem of speciality in relation to this, and there is a need to standardize the procedures for each service first, identify each detailed service according to the procedures and analyze its importance. There is a need to standardize the procedures primarily, analyze the detailed land compensation services secondarily and then analyze the problems that may arise from this and calculate their difficulty and efficiency in an integrated manner. This study attempted to standardize the procedures for land compensation services maximally by the process of brainstorming and survey the services that might occur at the stage of medium classification.

This study attempted to conduct the analysis of major classification and medium classification but did not analyze the minor classification separately. In conclusion, it was found that there was the importance of services in orders of the consultation stage, the project approval stage, the expropriation decision stage, and the stage of protest against the decision in the items of major classification. The results of analysis of the combined weight showed that five top items of medium classification were in orders of preparation for project approval, basic survey, preparation of the land and object protocol, announcement and reading of the compensation plan, and application for the decision.

In summary, it was found that the importance of land compensation services generally decreased in importance according to the stages of progress.
