지적제도상 연결교차 허용범위에 관한 연구

지적측량 성과의 불일치를 판정하는 연결교차 허용범위를 검토하였다.

본 연구는 지적제도상 연결교차 허용범위를 지적측량성과와 검사성과 사이의 불일치를 처리하기 위한 성과결정 기준으로 재검토하는 것을 목적으로 하였다. 연구방법은 문헌연구와 제도분석을 중심으로 하였다. 기존 논의는 이를 주로 수치적 검사기준으로 다루었으나, 일정 범위 내의 불일치가 왜 제도상 수용될 수 있는지는 충분히 설명하지 못하였다. 이에 본 연구는 지적측량성과의 형성 구조와 측정불확도, 적합성 판단, 제한된 합리성을 바탕으로 연결교차 허용범위의 의미를 검토하였다. 그 결과 연결교차 허용범위는 성과의 절대적 정확성을 보증하는 기준이 아니라, 성과 간 차이를 제도상 수용 가능한 차이와 추가 검토가 필요한 차이로 구분하는 기준으로 해석될 수 있음을 제시하였다. 본 연구는 연결교차 허용범위를 단순한 오차 허용 기준이 아니라 지적측량성과의 제도적 성과결정 기준으로 재해석하였다는 점에서 의의를 가진다. This study aimed to reexamine the allowable range of connection discrepancy in the cadastral system as a standard for determining survey results in order to address discrepancies between cadastral survey results and inspection results.

The research method was centered on a literature review and institutional analysis. Previous discussions have mainly treated this range as a numerical inspection standard, but have not sufficiently explained why discrepancies within a certain range can be accepted within the cadastral system. Accordingly, this study examined the meaning of the allowable range of connection discrepancy based on the structure through which cadastral survey results are formed, measurement uncertainty, conformity assessment, and bounded rationality.

The findings suggest that the allowable range of connection discrepancy should be understood not as a standard that guarantees the absolute accuracy of survey results, but as a standard for distinguishing between discrepancies that can be institutionally accepted and those that require further review. This study is significant in that it reinterprets the allowable range of connection discrepancy not as a simple tolerance for error, but as an institutional standard for determining cadastral survey results.
