A land policy came to be raised as one of subjects for the national major policies aiming to solve a variety of land problems which could not but be inevitably derived from the process to achieve the advanced growth with the level of the world's industrialized countries just in 30~40 years, such as explosive rise of population, lopsided concentration of a region, rapid industrialization, urbanization, economic and social progress and others, which have begun since the Korean war in the year of 1950, in the process in which our country has advanced to the modern industrial society after passing through traditional agriculture industry.
While a plan for the economic and social development aiming at the national progress was established and enforced every five year the industrial facilities including commercial complex were constructed here and there in the whole nation, and the investment of SOC (Social Overhead Capital) such as expressway was progressed briskly, a general plan for utilizing the land was raised.
In the mean time, while seeing the rapid rise in several kinds of demands for the land to be needed for industrial, residential, commercial and public facilities necessary for industry, production and all economic activities due to explosive rise of population and concentration on the metropolitan area, serious problems of land such as endless land-price rise, land speculation lopsided possession of land resources, some brackets' monopoly of land-capital profits and others, came to be occurred. It is at the point of being required to open a plan-system age to develop solidly in the future, with setting up methodically a plan after closing an age of the random development of the past.
For this, it needs to be rightly established as a land-management philosophy with sustainable nature, environment-friendly nature, and civicism. First, it is the sustainable nature. For the past years, we have been absorbed in a growth principle, thus have transformed the land into an area 'not sustainable' in an attitude toward the 'pre-developed and post-planned.' For the purpose of making the land be a site of a life sustainable, we now have to manage the land under the principle of the pre-planned and post-developed. The land management must be proceeded with a policy to promote the quality and safety of a life for a citizen.
It needs to arrange for a monitoring device being participated by a citizen, citing 'No development without participation,' and to make hearing of residents' opinion mandatory in case of the development of more than a certain scale. Further, it needs to institutionally arrange for the participation of experts for the civil environment in the several kinds of city-planning committees. Second, in the institutional aspect, the supplement of relevant legislations is required. Also, it needs to reinforce the legislation of controlling the land utilization which has been weak in the meantime.
In particular, what is important is to strengthen substantially mandatory stipulation as to the supply of proper public facilities, as the mandatory stipulation relevant to city-based facilities and public facilities is insufficient. Third, in the administrative aspect, it will need to establish a system, as soon as possible, of planning first and developing later. Through this, it needs to set up a general development plan and to keep on restraining the additional development of congested spheres. The substantial range for which this study tries to examine is as follows. First, it analyzes the actual state and the present condition of random development for the metropolitan area.
It seeks to diagnose the actual state and problems of random development in the diversified aspects such as a problem according to overweight of the accommodated population owing to the planless development, a problem of serious traffic overload, a problem of destroying the natural environment, a problem related to a lack of public facilities, a problem of continuous reduction in superior farmland and others. Second, it aims to diagnose causes and problems in the comprehensive aspects such as the institutional aspect for a law relevant to utilizing the land in diagnosing a cause of random development, the policy aspect for a system to manage the land utilization including
