초록
This study aims to provide a feasible program encouraging environment-friendly development on the one hand and restraining indiscreet exploitation of the DMZ on the other hand, which is eventually helpful to the DMZ preservation and development policy. For this purpose, a new understanding about environment and a new view on the relation between environment and development are necessary. Environment is not a concept which is mutually exclusive with development, rather the former can be compatible and consistent with the latter. This point of view about environment and development makes the concept of environment-friendly development of the DMZ more lucid.
Under this new understanding about environment, this thesis deals with the development of the DMZ and provides a feasible program for environment-friendly development of the DMZ as follows. Firstly, we propose to develop the western part of the DMZ, which covers Northern Kuong-Ggi Province, as 'special economic area', designated as 'revision (transition) area'. This area covers topographically plain regions with high potential of growth, such as YoungJong-Do, KangWha, KimPo, PaJu, UiJungBoo, DongDooChen and YeonChen.
Hence, development of this region as 'special economic area,' in which various economic inducements such as tax-exemption on international trade and long-term and low-rate lease of land are endowed, would promote growth through inducing multinational corporations, accumulating capital, increasing employment and, consequently, enhancing export and creating opportunities in learning advanced technical know-how. Secondly, central part of the DMZ, which covers CheolWon, KimWha, PyeongGang of KangWon-Do, is characterized by well-preserved ecosystem.
Considering topographical property of this region, we propose to appoint this region as '(core) preservation area' and to maintain the well-preserved ecosystem by developing and managing this area as 'National Park of Ecosystem'. Thirdly, eastern part of the DMZ is composed of various gifts of nature such as Mt. KumGang and Mt. SeolAk, setting aside beautiful eastern coast. It would be proper to develop and preserve this area as 'special sight-seeing area', designated as 'semi-preservation (buffer) area'. Lastly, we propose to build South-North Common Farm in the DMZ for enhancing mutual contact and understanding.
Many environment and ecosystem organizations allege to preserve the DMZ as 'National Park of Ecosystem.' But perspectives from the economic and national land development plan show that preservation only is not an almighty solution. We assert that harmonized development and preservation of the DMZ from the environment-friendly point view would allow us to hand over well-developed and well-preserved national land to our descendants.
