초록
This study aims to analyze the effects of establishing a district-unit plan on the environment of apartment housing complex, and thus to derive its characteristics. The subjects are two urban development project districts located in Changwon-si. One is the district developed without the establishment of the district-unit plan as the one implemented as a housing land development project inside the Changwon National Industrial Complex located in the downtown area, and the other is the business district in the outside of the city, which was developed through simultaneous implementation by a landowner and a public corporation.
Gamgye district in Buk-myun is where the district-unit plan is established, and as eight apartment housing complexes within the district, the Seongju district in Seongju-dong are districts where the district-unit plan has not been established, four complexes within the district are the subjects of the study. As for a method of the study, a legislation comparison between the two districts was performed by the housing land development methods, a comparative analysis on the district-unit plan establishment items, which serve as site panning factors, was conducted, and the effects on the incentives of the place with the established district-unit plan were analyzed. The results are as follows.
First, an effect by the legal criteria for the development of the two complexes was insignificant, but the establishment of the district-unit plan was found to have a great effect on the environment of the complexes. Second, the floor area ratio turned out to be the most influential item among the district-unit plan establishment items since the quality of the environment can be determined by setting the standard floor area ratio for the entire complex, while establishing the district-unit plan, and performing floor area ratio mitigation and differential application of the floor area ratio for each item of the district-unit plan depending on the purpose of the complex development.
Third, the results of a comparative analysis for each item of the district-unit plan are as follows. With respect to the site planning, since the number of housing and the maximum length of the main building was set in the district-unit plan, it was found to be advantageous in landscape due to the mitigation of view screening, and security of view and wind corridors.
And for the matters related to the stories of the building, In the case of Seongju district where the district-unit plan is not established, few changes in skyline inside the complex, sight limitations caused by external factors such as road, placement by the adjacent ground resulted in the formation of unnatural skyline with 10-story differences in the number of stories. In the case of Gamgye district, since the lowest number of stories, the highest number of stories and average number of stories were prescribed, the natural skyline of the individual and adjacent complexes was formed.
There were no differences in factors related to detailed regulations on the exterior of the building, distance fences and roofs between the two districts, regardless of the establishment of the district-unit plan. This suggests that since the proper distance is determined depending on the height of the building in apartment houses, the building line (6m) specification has no significant effects, and the shapes of the fences and roofs are factors that can be applied even though they are recommended appropriately in the stage of the housing construction project approval.
As for the effects of the district-unit plan incentives, if the structure that facilitates the wall-planting ratio and remodeling is installed in Gamgye district, the incentive to mitigate the floor area ratio, average and highest number of stories was offered. Since it is difficult to investigate the effects of the remodeling structure at present, we have no choice but to investigate the volume of greenness secured from the additional installation at 30% of the wall-planting ratio to be installed mandatorily, as a result of the investigation of the effects on the wall-painting ratio.
Therefore, although it is difficult to make a quantitative judgment of the incentive effects depending on the wall-planting ratio, it was determined that the effects of the regulation itself, which specifies that the standard floor area ratio should be set, and wall-planting ratio of more than 30% should be secured, are great. In conclusion, the analysis found that the establishment of the district-unit plan has effects on the environment of the apartment housing complex, and its positive effects include the security of comfort, change in skyline of the complex, and the securing of space for volume of greenness inside the complex.
