Ongoing urbanization has heightened the need for parks and green spaces within cities, yet some new towns and newly developed districts established in the early stages of urban growth remain deficient in such green infrastructure. Nowon-gu, Seoul, developed as a large-scale residential district in the 1980s, is now slated for extensive reconstruction. This study seeks to repurpose the public land contribution (gibuchaenap) system arising from reconstruction in order to reorganize the district's deficient park and green space system.
The purpose of this study is to propose a park and green space system that functions both ecologically and socially within the high-rise residential environment of Nowon-gu. Targeting 24 reconstruction sites, it overcomes the fragmented and dispersed character of conventional contributed parks through their integrated provision. In doing so, it secures a level of green space that could not be achieved through public investment alone under the existing district unit plan, while maximizing the scenic diversity of parks and the functional capacity of green spaces.
To this end, the study proposes the "Nowon Park Cluster" through scale-based planning and design grounded in three park provision strategies. Reflecting the contribution operating standards and site conditions, the public contribution level is set at 15% of the project site area; applying the share allocated to parks and green space, approximately 150,000 ㎡ of green space—equivalent to an effective 10.5% of the site area—is secured. Detailed design guidelines tailored to each park's purpose are established to provide specific provision standards.
Under the name "Nowon Park Cluster," the contributed parks distributed across 24 apartment lots are consolidated into 7 clusters, which are in turn classified into 3 networks. These—the Suraksan Network, the Connective Axis Network, and the Choansan Network—are organized around the contextual themes of mountain, urban core, and waterfront, respectively, giving the parks within the site both scenic and programmatic diversity. The anchor parks within each cluster share common spatial characteristics according to their cluster while offering distinct landscapes and experiences, so that each is identifiable as an individual park.
Proceeding through the hierarchy of cluster and network down to the smallest design unit—the park edge—the study presents universal design guidelines for park boundaries. These allow for adaptable design where parks meet apartment complexes whose layouts are not yet finalized at this stage of the project, and spatially express that the 7 clusters share a park system unique to Nowon, the Nowon Park Cluster.
The significance of this study lies in repurposing the public land contribution system generated by large-scale reconstruction to overcome the shortcomings of conventional contributed parks, thereby efficiently securing and utilizing parks as public space through the domain of private development. Furthermore, employing the contribution system as a means of addressing the absence of central and key anchor parks in Nowon-gu's existing district unit plan is expected to offer policy insights for future revisions of district unit plans and for reconstruction projects.
