지적재조사사업 우선순위 선정기준에 관한 연구

지적재조사 사업지구의 합리적인 우선순위 선정기준을 검토했다.

지적재조사사업 우선순위 선정기준에 관한 연구 손 형 욱 강원대학교 대학원 지리정보과정 「지적재조사에 관한 특별법」에 의한 지적재조사사업이 2012년부터 국책사업으로 본격 시행되고 있으며, 본 사업은 1조 3천억 원이 투입되는 대규모 국책사업임을 감안한다면, 한정된 국가예산의 효율적 배분과 운영방법이 무엇인지를 생각해 볼 필요가 있다. 국토해양부에서는 지적재조사사업이 효율적이고 합리적으로 추진 될 수 있도록 ‘지적재조사 사업지구 우선순위 선정기준’을 지적재조사 기본계획에서 제시하고 있다. 지적재조사사업은 지적불부합지로 인한 공공·공익사업의 지연, 국민재산권 제약 등을 특별법으로 해소하기 위하여 시행하고 있지만, 국가가 지적재조사 기본계획에서 제시하고 있는 ‘우선순위 선정기준’의 모호성으로 인하여 사업시행 초기인 현재에 있어 많은 혼란이 있는 실정이다. 본 연구는 ‘지적재조사사업 우선순위 선정기준’의 문제점을 분석하고 대안으로 활용되고 있는 ‘강원도 지적재조사 사업지구 우선순위 선정 기준’이 합리적이고 공정한 것인지를 검정하여 보았다. 지적불부합지가 미치는 사회적 영향을 도출하고, 이를 해소하기 위한 지적재조사사업의 우선순위 선정기준이 지역경제에 미치는 영향정도를 전문가집단을 표본으로 하는 설문조사를 실시하였다.

설문조사의 분석은 응답표본의 객관성을 우선 검정하고 표본집단 간의 차이가 발생하는지를 분석하였으며, 우선순위 선정기준의 마련이 지역경제에 기인하는지를 확인하였다. 연구가설의 설정은 ①사회과학분야에서 활용되는 귀무가설 및 대립가설을 제시하는 방법으로 ②설문 문항의 종속변수·독립변수 설정하고 ③유의수준은 사회과학적 접근수준인 5%로 설정하여 제시된 가설을 기각 또는 채택하였다. 검정결과는 ①일원배치 분산분석과 사후분석을 이행한 결과, 설문 표본은 전문가 집단으로 유의미한 결과를 얻어 설문조사의 신뢰성을 확보하였다. ②교차검정(카이제곱)을 이행한 결과, 표본 집단 간 차이가 없음을 확인하였고, 설문표본의 직업은 우선순위 선정에 영향을 미치지 않는다. ③Pearson 상관계수를 활용한 상관분석1을 이행하고 이에 대한 요인분석 결과치를 반영한 상관분석2로 재검정을 이행한 결과, 산업별 독립성은 인정되고 산업분야별 우선선정기준과 선호도는 서로 영향을 준다.(지역경제발전에 기인) 본 연구는 전국에서 최초로 지적재조사사업 우선순위 선정기준(안)을 마련한 강원도의 기준안을 바탕으로 설문조사를 실시하였다. 산업분야별 경제와 지역경제 발전에 미치는 영향을 분석한 결과 모두 유의미한 분석결과를 도출할 수 있었다.

결국, 강원도에서 제시한 우선순위 기준안은 지적재조사 사업을 추진함에 있어서 객관적인 잣대에 의하여 사업을 추진하고 있다는 것을 반증하는 것이며, 이는 곧 한정된 국가예산의 공정한 배부의 방법으로 볼 수 있다. 이는 지적불부합지로 인하여 고통 받고 있던 국민의 재산적 불편해소를 지역사회의 갈등 유발 없이 지적재조사사업을 시행한다는 점에서 그 의의를 찾을 수 있다 할 것이다. 강원도에서 제시하고 있는 지적재조사사업 우선순위 선정 기준안은 국가(국토해양부)에서 제시한 가이드라인을 지역실정에 맞도록 수정·보완한 기준안이며, 본 연구에서 실증적으로 유의미한 효과가 있는 것으로 검정되었다. 현재에 있어서 전국 각 시·도에서는 특별한 대안이 없는 실정이므로 강원도의 기준안을 각 지역에 맞게 수정하여 활용하면 될 것으로 판단된다.

주제어 : 지적재조사, 우선순위 선정기준, 지리정보시스템 A study on the prioritization criteria at Korean Cadastral Resurvey Project Hyeong-Ouk Shon Department of Geographic Information System Graduate School, Kangwon National University Abstract Korean Cadastral Resurvey Project (KCRP) has been performed since 2012 as national project based on "Special Act on Cadastral Resurvey" and considering such a large-scale national projects, it is absolutely necessary to think over efficient allocation and management for using the limited national budget.

Ministry of Land, Infrastructure and Transport(MOLIT) suggested a ‘prioritization criteria of KCRP’ in a basic plan report so that the KCRP could be proceeded efficiently and reasonably. In this study, I analysed the problems of ‘prioritization criteria of KCRP’ and evaluated that the prioritization criteria of Gangwon-do's cadastral resurvey project, which are being applied as an alternative solution, are reasonable and fair. I elicited some social influences caused by the cadastral mismatch and to solve the influences I investigated the effects of prioritization criteria of KCRP on local economy through a survey study in expert consulting group.

Analysis method was validated in a manner to determine a significance according to the null hypothesis and an alternative hypothesis, and the verification results are as followings; ① As a result of one-way ANOVA analysis and post-analysis(Scheffe), survey sample was found to be significant in the expert group ② As a result of cross-tabulation validation(Chi-square test), it was confirmed that there was no difference among the survey samples and that the occupation of the survey sample did not affect the priority selection.

③ As a result of correlation analysis using Pearson’s correlation coefficient and following re-evaluation of correlation analysis reflecting the results of the factor analysis, I observed an independence in industry field; however priority selection criteria for the specific industry and preference criteria were affected depending on industrial sectors. (due to local economic development) This national survey was for the first time conducted on the basis of the prioritization criteria of Gangwon-do KCRP (draft). As a result of the analysis, I found out that the criteria have an useful meaning, showing significant impact in industrial sector and local economic development.

The prioritization criteria(draft) of KCRP provided by Gangwon-do was modified from MOLIT's guideline to adjust and meet the special local situation. This study confirmed that the criteria(draft) of Gangwon-do practically have a significant effect. Key words: Cadastral Resurvey, Prioritization criteria, Geographic Information System
