In modern cities with various and complicated aspects there are many social problems including changes in living patterns, separation of working and living places, urban decline, insufficiency in usable sites, and low efficiency of land use. Rather than the existing measures of land development, mixed use development has been introduced to use urban spaces efficiently through not only recovery of urban functions and acclimation of uses but mixtures of uses in order to improve those changes and problems.
Although mixed use development projects have been introduced for efficiency in urban spaces and recovery of urban functions, developments have been conducted without sufficient consideration of superposition of induced facilities and locational properties and such projects have been performed simply for residential functions only with consideration of sale and economical efficiency. In order to improve such problems, it is necessary to appropriate standards and systems for mixed use development projects in which various uses are mixed on various locations.
The purpose of this study is to identify types of locations for mixed use development projects, to analyze the actual status of mixed use development project cases, rate of mixture, and properties of location based on the location types, to compare the properties of cases by types, and to present properties, problems, and improvements of mixed use development projects based on location types. The properties of mixed use development projects by location types are as follows. First, recently floor area ratio, building coverage, and the number of layers are higher, and scales of development are consequently larger.
As for the tendency according to the time of cases of mixed use development projects, recent developments are centered on areas and regions because of insufficiency in sites for development within urban areas. Second, in earlier mixed use development projects applied to urban areas, the scales of development were small including scales of lands and floor area ratio, while business areas occupy more than residential areas due to the geographical properties of cities.
Third, in earlier mixed use development projects for urban general business areas, business functions needed for urban areas were usually mixed, but recent development projects focused on residential-centered mixed use for better sale responding to recent market conditions. Fourth, mixed use development projects by special planning districts were conducted as aform of gradual high-density development by use upward adjustment. The author presents measures to improve the use area system for mixed use development as follows.
In management of the use area system, the system may be converted from land use regulation to conception of land management, or not the uniformed development of functions but the mixed use development: the basic frame should be composed for efficient use of lands. It is needed to prepare location use appropriate to the purpose of mixed use development. As for the methods of land management, scattered individual acts or special planning districts have limitations, and therefore, it is needed to prepare measures for systematic improvements by which mixed use districts are established in the aspect of urban planning in order to manage mixed use development.
