신속통합기획 정비사업 지체 요인 분석 - 신림1구역을 중심으로 - 도시재생과 주거환경 개선은 현대 도시정책에서 매우 중요한 과제 중 하나로, 특히 노후화된 지역을 체계적으로 개선하기 위해 다양한 정비사 업이 시행되고 있다. 이러한 정비사업은 지역사회의 지속가능성을 강화하 고, 도시의 경쟁력을 확보하며, 주민들의 삶의 질을 향상시키기 위해 필수 적이다. 최근 도입된 신속통합기획 정비사업은 기존의 정비사업이 가진 복잡한 절차와 긴 소요시간의 한계를 극복하고자 설계된 모델이다. 신속성과 효 율성을 목표로 하여 간소화된 절차와 체계적인 기획을 통해 보다 빠른 사 업 추진이 가능하도록 설계된 점에서 주목받고 있다. 특히, 서울시를 중심 으로 이러한 사업 방식이 여러 지역에서 시도되고 있으며, 이를 통해 지 역의 도시재생과 주거환경 개선을 동시에 이루고자 하는 노력이 지속되고 있다. 그러나 신속통합기획 정비사업의 장점에도 불구하고, 실제 사업 추진 과정에서는 다양한 요인으로 인해 지체가 발생하고 있다. 이는 계획 단계 에서의 협의 부족, 행정 절차의 복잡성, 이해관계자 간 갈등, 재정적 제약 등 복합적인 요인에서 기인하며, 사업의 목적 달성과 지역 주민들의 신뢰 도에 부정적인 영향을 미칠 수 있다. 따라서 이러한 지체 요인을 체계적 으로 분석하고 이해하는 것은 사업의 성공적인 추진과 실질적인 개선 방 안 마련을 위해 필수적이다.

본 연구는 신속통합기획 정비사업의 주요 지체 요인을 식별하고 이를 심층적으로 분석함으로써, 사업의 효율성을 높이고 지체를 최소화하기 위 한 실질적인 대안을 제시하는 데 목적이 있다. 이를 위해 국내 대표 사례 중 하나인 신림1구역 정비사업을 중심으로, 사업 추진 과정에서 발생한 다양한 지체 요인을 검토하고 이해관계자의 관점에서 이를 분석할 것이 다. 아울러 정책적·운영적 차원의 개선 방안을 제시함으로써, 신속통합기 획 정비사업의 성공 가능성을 높이는 데 기여하고자 한다. 이 연구를 통해 신속통합기획 정비사업이 직면한 문제를 보다 명확히 이해하고, 이를 해결하기 위한 구체적이고 실행 가능한 방안을 도출함으 로써, 해당 사업 모델이 다른 지역의 도시재생 사업에도 적용 가능하도록 하는 데 기여할 것으로 기대한다.

These maintenance projects are essential to strengthen the sustainability of the community, secure the competitiveness of the city, and improve the quality of life of the residents.

The recently introduced rapid integrated planning and maintenance project is a model designed to overcome the complex procedures and limitations of the existing maintenance project. It is attracting attention in that it is designed to enable faster project promotion through a simplified procedure and systematic planning with the aim of speed and efficiency. In particular, centering on the Seoul Metropolitan Government, such a project method has been attempted in various regions, and efforts to simultaneously achieve urban regeneration and improve the residential environment are continuing.

However, despite the advantages of the rapid integration planning and maintenance project, there are delays in the actual project implementation process due to various factors. This is due to complex factors such as lack of consultation at the planning stage, complex administrative procedures, conflicts between stakeholders, and financial constraints, and can negatively affect the achievement of the project's purpose and the reliability of local residents. Therefore, systematically analyzing and understanding these delay factors is essential for the successful implementation of the project and preparing practical improvement measures.

The purpose of this study is to present practical alternatives to increase the efficiency of the project and minimize delays by identifying and analyzing major delay factors of the rapid integration planning and maintenance project in depth. To this end, we will review various delay factors that occurred in the process of promoting the project and analyze them from the perspective of stakeholders, focusing on the maintenance project of Sillim District 1, one of the representative cases in Korea.

In addition, by suggesting improvement measures at the policy and operational level, we intend to contribute to increasing the likelihood of success of the rapid integration planning and maintenance project. This study is expected to contribute to making the business model applicable to urban regeneration projects in other regions by understanding the problems faced by rapid integration planning and maintenance projects more clearly and deriving concrete and actionable measures to solve them.
