土地去來許可制度의 政策效果 分析에 관한 硏究

This study analyzes the policy impacts of the Land Transaction Permission System, a land regulation policy in Korea, using system dynamics model. In Korea land market has been very unstable in spite of many policy instruments to regulate land market. Rational increase in land price and reasonable amount of land transaction are needed for stable land market. This study tried to analyze policy impacts of the Land Transaction Permission System by establishing system dynamics model for land policy. The system dynamics model of policy impact can be used to evaluate and simulate policy impacts.

From the policy evaluation, it is possible to figure out why and when of excessive land price caused unstable land market. From the preliminary virtual experiment, it is available to figure out when it is time to apply land policies which can minimize the failure of policies. As the land market is increasing complexity and comprehensiveness, it is necessary to improve and extend models which can contribute to the successful implement of policies. This study is an commencement to modelize a policy analysis model using system dynamics, and more concentrated and advanced studies are needed to effectuate the results of this study.
