초록
According to major housing development policies in Korea, such as the “Guidelines on Housing Site Development” from the “HOUSING SITE DEVELOPMENT PROMOTION ACT” and the “Guidelines on Public Housing Zones” from the “SPECIAL ACT ON PUBLIC HOUSING,” authorities must allocate a certain proportion of self-sufficient facility sites to support urban functions. However, because there are no specific criteria for the appropriate size of each facility, the size of supply varies widely by district. In many cases, a significant number of sites remain unsold for extended periods, which hinders the intended revitalization of urban areas.
This situation demonstrates the need to discuss and review the current supply policy. This study examined the construction status of 541 parcels within 29 completed public housing districts provided by two major domestic land development policies, and used multilevel logistic regression to analyze various influencing factors. The results showed differences in the degree of activation depending on regional and business conditions.
Greater accessibility to Seoul and subway stations, as well as industrial conditions such as the presence of industrial complexes, high employment density, and the concentration of advanced industrial and service sectors, had significant positive effects on activation. Factors reflecting local demand and market conditions, including population size, land price fluctuations, and the proportion of commercial area, also played a key role in supporting self-sufficient facility sites. The results indicate the need for a demand-oriented and regionally differentiated supply strategy that considers the unique characteristics of each district.
Therefore, specific quantitative standards and flexible planning guidelines should be established to support more efficient allocation and sustainable use of self-sufficient facility sites.
