Renewal projects are conducted to enhance residence quality of residents by improving residential environments, but, contrary to the basic intent of the projects, the original residents who must be re-settled in the improved area have sufficient difficulty.
The original residents in the renewed areas often have to object to the project itself or abandon moving in because or lack of payment of additional charges, housing of mid- and large-sized residence, burden of housing expenses after moving in, and cost of living difficulties. In this context, the authors in this context established problems in resettlement of original residents in renewed areas via various literature and data, presenting improvements by reflecting opinions of experts collected via focus group interview (FGI). The results of this study to enhance resettlement of original residents in renewed areas are as follows.
First, the existing public management system should be thoroughly enforced to reduce construction cost to enhance the ratio of disposal of property and to decline additional charges. Mid- and small-sized residences, rather than large-sized ones, should be increased in supply and be covered by project expenses in order to reduce changes for the residents. Second, owners of detached houses or multi-family houses earn their living by jeonse (the lease of a house on deposit basis) or monthly rent have to abandon moving in because they cannot compensate for the jeonse or monthly rent or lose the income from the monthly rent.
Thus, such owners should be presented the opportunity of moving in by supplying lot-solid, rental, or shopping-area housing. Much rental housing is small, under 40㎡ where one- or two-person families can live, but it is needed to supply mid-sized rental housing of 40㎡∼85㎡ where families with many members can live. Third, long-term, low-interest funding should be needed for additional charges. Finally, there is a need for a structural approach in that “for-living” owners of houses and tenants should be presented with employment opportunity in nursery facilities and care projects within the project area in order that they can obtain subsistence and meet their living expenses.
The results of this study may serve as a foundation in improving resettlement of original residents in renewed areas to contribute to enhancement of quality of life of the residents as the ultimate aim of the renewal projects, as well as ensuring residence of the neglected, lower-income class.
