The problems of unbalanced district and the problems of amending the Metropolitan Area Maintenance Plan Law are not cases that are decided upon the one- sided economic logic, of the increase of national competitiveness and the political logic, of a few members of politicians. I believe that the failure of the prevention policy of the overpopulation of the metropolitan area, in the past, is not caused by the Metropolitan Area Maintenance Plan Law.

There is great responsibility of the adminstration department which manages the law and rather than making worse the law, one- siding the economic logic, there should be precise preparations consistent with the land development plan and after imposing various opinions in various fields, the problems should be solved. These days, as one of the reason to overcome the serious economic crisis, the system of the total amount of factories should not be abolished. In times like this, the building of the district construction system should be planned with the participation of local citizens in adminstration.

General, systematical, concrete system device has to be planned on district development with the reformation of the national adminstration and financial system in mind, in a big frame of balanced development of national land rather than short term and temporary plan like abolishing the system of the total amount of factories. The establishment of the District Decentralization Special Law could be a plan that could be thought as systemic law. I believe that the restriction of the total amount of factories of the Metropolitan Area Maintenance Plan Law could be a transient phenomenon system but, in the condition we are in now, it is a system that is necessary.

The total amount restriction for factories and university entrance quota should be put in the hands of each Local Autonomy Group, set up by the government, reflecting the opinions of the citizens, set up by the government in a general viewpoint.
