It has been about 80 years, since the real estate registing system, such as cadaster and land registration was introduced into Korea from Japan. But its announceable function is insufficient as a comprehensive informational data in real estate. In other words, the land registration book and the cadaster have different goals and effects as well as have been controlled by different institutions such as the Ministry of Justice and the Ministry of Home Affairs. Furthermore many incomplete registrations have occured because the land registration and cadaster have many problems in themselves.

But in reality, the more this society is developed in its industrial structure and administrative technique, the more the speedy and simple information control system is required. As a short-term approach solving these problems, the inherent problems of this system should be improved. As a long-term approach, land registration book and cadastre should be compounded synthetically. The re-survey process to the tatal land should be precedeed to accomplish this task. The measures to synthetically controll the regishing system are the followings.

First, the officeholders administering the land registration should inspect the relevent document substantially, and though the device the public-announcing power to the existing registrations should be given. Second, the cadastre should be preserved in the form of tapes of disks to promote safety. This can be accomplished by computerizing the registering affairs. Third, a cadaster should be transformed into the three dimensional cadaster form the two dimensional one. Fourth, the multi-purpose registering system should be developed to rationalize land use in synthetical and scientific manner through controlling all the informations on the land comprehensively.

In conclusion, the administration for synthesized registering system should be controlled by the Ministry of Home Affairs in the viewpoints that cadaster and land registration book belong to general administrative affairs.
