산업단지개발사업이 지역 인구 및 고용성장에 미치는 영향에 관한 연구

산업단지 개발이 지역 인구와 고용성장에 미치는 영향을 분석했다.

1962년부터 시작된 우리나라의 산업단지개발사업은 제1차 경제개발계획의 공업화 정책에 따라 울산공업센터가 건설을 시작으로 서울, 인천에 수출산업공단이 건설되었다. 1970년대 제3차 경제개발계획의 중화학 육성시책과 제1차 국토건설종합계획의 대규모 공업기지 구축방향에 따라 마산, 익산에 수출자유구역, 울산, 창원, 여천 등 동남해안지역에는 대규모 중화학 산업단지가 개발되었다. 성숙기에 들어선 1980년대에는 국토의 균형개발과 인구의 지방정착을 목표로 중소규모 공단을 지방에 분산 배치하는 입지정책을 추진하였고, 1990년대 이후부터는 산업단지 관련 법령 체계 정비 등을 통해 다양한 산업단지의 개발을 통해 변화하는 사회경제환경에 대응하여 왔다. 본 연구는 전국단위 시군구의 산업단지개발 시계열자료를 구축을 통해 우리나라의 경제발전을 견인해왔던 산업단지개발이 유형별로 도시성장에 어떠한 변수와 상관성을 가지고 인구 및 고용성장에 영향을 주었는지를 분석하였으며 본 연구분석의 결론은 다음과 같다. 첫째, 산업단지개발사업은 인구 및 고용성장률과 대부분 양(+)의 상관성을 보이고 있다. 특히 산업단지의 유형 중 일반산업단지개발의 경우 대부분의 변수와 높은 양(+)의 상관성을 보이고 있으며, 농공단지의 경우 인구 및 고용성장률에 음(-)의 상관성을 나타나는 것으로 분석되었다.

둘째, 다중회귀분석모형을 통해 산업단지개발사업의 주요 변수들이 인구 및 고용성장률에 미치는 요인을 분석한 결과 산업단지의 면적과 시단위 지역에서 산업단지개발사업이 인구성장률에 양(+)의 영향을 주는 것으로 나타났다. 반면에 산업단지의 유형 중 농공단지개발 면적은 인구성장률에 음(-)의 영향을 주는 것으로 분석되었다. 고용성장률의 경우에는 일반산업단지개발 면적과 군지역에서 산업단지개발사업이 유의한 양(+)의 영향을 주는 것으로 분석되었다. 이와 같은 결과를 볼 때 전국 지자체에서 추진되고 있는 산업단지개발사업은 유형별로 상이한 인구 및 고용성장에 영향을 주고 있음을 확인 할 수 있으며, 향후 인구 및 고용성장을 도모하기 위해서는 각 지역의 여건에 맞는 유형별 산업단지개발의 검토 및 적용이 바람직할 것으로 판단된다. The development of various types of industrial parks has been pursued, and 1,127 industrial parks (as of December 2015) have been designated in order to support the continued development and growth of Korea. The purpose of this study is to analyze the effects of industrial parks on population and employment growth. The population growth rate and employment growth rate are set as dependent variables. And, the types of industrial parks, regional factors, economic factors, and physical factors are set as independent variables. Correlation analysis and multiple linear regression models are used for effective analysis. The results of this study are as follows.

The industrial park development projects show a positive (+) correlation with the population and employment growth rate, and a high positive correlation with many other variables in the development of the general industrial park. The results of the multiple regression analysis show that the population growth rate has a positive effect on the development area of the industrial park and the development of the industrial park in the city. In the case of employment growth rate, it is analyzed that the development area of general industrial parks and industrial parks within county areas have a significant positive effect.

As a result, the development of industrial parks has a close relationship with population and employment growth. In order to increase population and employment growth, it is desirable to carefully examine the development of industrial parks according to the actual conditions in each region.
