Detailed District Planning and Urban Design in built area relate to inhabltants' profits and loss, for realization of planning needs citizen participation. And local self-gpvernment and pragnatic conslderation are changing the planning concept from top-down approach to bottom-up approach. So pressure for an expended role for the citizen in Detailed district Planning is becoming imperative and citizn participation is cognized plinning method. But there are many restrains thatis the complexing of problem, the unbelif between planning authority and the citizen, the scarce of budget, the lack of ability and consciousness in participation etc.

The aim of this study is to suggest the suitable citizen participation program in the process of planning in korea. Therefore I tried approach to the concept, form, phase, means of citizen participation institution in korea and in theoretical background, and the system, process, foreign example of Detaled District Planning and urban planning surveyed. I also analyzed the good case of citizen participation in Detiled District Planning and Urban Design. Citizen participation in the process of Detailed District Planning and Urban Design in Korea has been not more than formility.

Though there is a legal stipulation forparticipation and various channels such as public hearing, public review, explanatory meetings, questionnaire survey, participation is very much limited and minimal in actual planning process. And the problems on citizen particpation are information's scarcity of planning authority, the lack of ability and consciousness, the want of a means and inefficient application of institution, too large district size, too short planning time and many nomber of district etc. Thus the results of study are as follows: 1. Conditions of planning suitable for citizen participation must be making: distric size, planning meantime, number of district etc. 2.

The participation time must be enlarged step by step from preparation of planning to selection of plan stage and the final evaluation stage, and the number of participation opportunity must be enlarged, too. 3. The cooperation of citizen-planning authority organizations must be organized, for they work together continually. 4. To increase the quality and quantity of citizen participation and the ability and willingness of the citizen to participation, it is necessary to secure system and diversify means of participation. And the diverse citizen participation program suitable for character of planning site is needed. 5.

Above all, to improve the citizen participation, government support, technical as well as financial is emphasized.
